RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with Green DOT Transportation Solutions regarding payment of the costs and expenses associated with the provision of additional tribal transportation planning services in an amount not to exceed $16,777.50 for the period of Dec. 10, 2020, through April 6, 2021;
2. Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Green DOT Transportation Solutions, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached memorandum of understanding with Green DOT Transportation Solutions to the Department of Public Works for further processing.

DISCUSSION:
On Dec. 10, 2019 (Item C-18), the Humboldt County Board of Supervisors (“Board”) approved a consultant services agreement with Green DOT Transportation Solutions regarding the provision of tribal transportation planning services to the North Coast Tribal Transportation Commission as part of the Regional Surface Transportation Program administered by the Humboldt County Association of Governments for the period of Dec. 10, 2019, through Dec. 9, 2020. Due to an inadvertent oversight, Green DOT Transportation Solutions provided additional tribal transportation planning services which benefitted the North Coast Tribal Transportation Commission in accordance with the terms and conditions of the consultant services agreement during the period of Dec. 10, 2020, through April 6, 2021. The attached memorandum of understanding will allow for payment of the costs and expenses associated with the additional tribal transportation planning services provided by Green DOT Transportation Solutions during the period of Dec. 10, 2020, through April 6, 2021.
Accordingly, the Humboldt County Department of Public Works (“Public Works”) recommends that the Board approve and authorize the Chair of the Board to execute the attached memorandum of understanding with Green DOT Transportation Solutions regarding payment of the costs and expenses associated with the provision of additional tribal transportation planning services during the period of Dec. 10, 2020, through April 6, 2021. It is also recommended that the Board authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Green DOT Transportation Solutions, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order avoid any unnecessary delays in the payment of the costs and expenses associated with the provision of additional tribal transportation planning services.
FINANCIAL IMPACT:
The attached memorandum of understanding with Green DOT Transportation Solutions has a maximum amount payable of $16,777.50 for the period of Dec. 10, 2020, through April 6, 2021. Funding for the attached memorandum of understanding with Green DOT Transportation Solutions is available through the Regional Surface Transportation Program allocation process. As a result, approval of the attached memorandum of understanding with Green DOT Transportation Solutions will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by building interjurisdictional and regional cooperation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding with Green DOT Transportation Solutions regarding the provision of additional tribal transportation planning services. However, this alternative is not recommended as the additional tribal transportation planning services provided by Green DOT Transportation Solutions directly benefitted the North Coast Tribal Transportation Commission as intended by the original consultant services agreement.
