RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution approving a list of projects to be funded by California Senate Bill 1 - The Road Repair and Accountability Act of 2017 - for fiscal year (FY) 2026-2027; and
2. Direct the Clerk of the Board to return one (1) fully executed copy of the attached resolution to the Department of Public Works for submission to the California Department of Transportation.

DISCUSSION:
California Senate Bill 1 (“SB 1”) - The Road Repair and Accountability Act of 2017 - approved $54,000,000,000 over the next decade to repair roads, freeways, and bridges throughout the State of California. As part of the accountability guidelines for receiving SB 1 funds, local agencies must submit an approved list of proposed projects to the California Department of Transportation prior to receiving an apportionment of funds from the State Controller. The list of projects proposed to be financed with SB 1 funds shall include a description of each proposed project, a schedule for each project’s completion and an estimated useful life of the improvements.
The Humboldt County Department of Public Works (“Public Works”) estimates that the County of Humboldt’s allocation of SB 1 funds for fiscal year (FY) 2026-27 will be approximately $7,293,239. The total cost of proposed projects identified for SB 1 funding exceeds the estimated allocation. Public Works has included more projects than can be funded with the anticipated allocation to preserve flexibility and ensure eligible projects are available if project conditions change.
This approach allows additional projects to move forward should bid prices come in lower than Public Works’ initial estimates. SB 1 funding cannot be used for projects that are not included on the list of proposed projects approved by the Board of Supervisors.
Accordingly, Public Works recommends that the Board of Supervisors adopt the attached resolution approving the list of projects to be financed with SB 1 funds for FY 2026-27.

Narrative Explanation of Financial Impact:
As noted above, the estimated SB 1 allocation for FY 2026-27 is $7,293,239. When projects approved for SB 1 funding are constructed, expenditures will be charged to the Humboldt County Road Fund and reported by Public Works staff to the California Transportation Commission as SB 1 expenditures. The funds are budgeted in the proposed FY 2026-27 budget unit 1200888.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached resolution approving the list of projects to be funded by SB 1 for FY 2026-27. However, this alternative is not recommended as SB 1 funding will not be available to the County of Humboldt unless the Board approves the list of proposed projects.
