RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution to Support the California State Association of Counties AT HOME Plan; and

2.                     Approve joining the AT HOME Coalition for Accountability.

DISCUSSION:

As the homelessness crisis continues to challenge our state, the California Association of Counties (“CSAC”) has developed a comprehensive plan to better help those who are unhoused or at risk of becoming so in our communities.  There are approximately 172,000 unhoused individuals throughout the state, and the state currently lacks a cohesive, comprehensive and accountable plan to effectively manage the issue.

 

No one level of government is solely responsible for the homelessness crisis. The undertow of massive economic and systemic inequities, as well as a tangled web of decisions made over decades with well-intentioned policies and programs, stymies efforts to support those who are unhoused or at risk of becoming unhoused.

 

CSAC has developed the AT HOME plan to address homelessness through a six (6) pillar approach - Accountability, Transparency, Housing, Outreach, Mitigation and Economic Opportunity.  The AT HOME Plan is simply designed to create clearer lines of responsibility, accountability and sustainability to improve the state’s collective response towards decreasing homeless population rates.

 

There is broad support growing for the AT HOME plan with 34 counties already endorsing the AT HOME plan, with more expected in the coming days.   Other County-related organizations also support the plan, including, but not limited to, Rural County Representatives of California, California State Sheriff’s Association, Chief Probation Officers of California, County Behavioral Health Directors Association and several others.  CSAC has asked county leaders and organizations to adopt resolutions of support and to join the Coalition for Accountability.

 

FINANCIAL IMPACT:

There is minimal financial impact for approving this resolution.
