Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize Chief Probation Officer to execute, the attached professional services agreement with Graphic Control Systems, Inc. regarding security related improvements within the Juvenile Hall, Regional Facility in the amount of $189,625.12, for the period of July 1, 2021 through June 30, 2022;

2.                     Authorize the Chief Probation Officer, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Graphic Control Systems, Inc., after approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Establish a Fixed Asset line, object code 8986 - Equipment, in the Probation, Juvenile Hall, Board of State and Community Corrections Grant, budget unit of 1100-234001; and

4.                     Approve the attached supplemental budget in budget unit 1100-234001.

DISCUSSION:

On May 4, 2021, the Humboldt County Probation Department requested your Board grant authority to apply for the Youth Programs and Facility Grant (YPFG) being offered by the Board of State and Community Corrections (BSCC). The YPFG program is part of Senate Bill 823 in which $9.6 million dollars was set aside for the Board of State and Community Corrections to “award one-time grants, to counties for the purpose of providing resources for infrastructure-related needs and improvements to assist counties in the development of a local continuum of care,” (Welf. & Inst. Code, § 2250, subd. (a) ). Humboldt County Probation applied for these funds in order to meet some infrastructure needs brought on by the Secure Youth Treatment Program (SYTP).

 

The Humboldt County Juvenile Hall is a secure, 30-bed facility located at 2006 Harrison Avenue, Eureka, California. It is laid out with the sleeping rooms opening onto a large, shared, rectangular living space. Classrooms, dining area, and programming rooms are accessible from the common area. The detained youth in the hall range from ages 12 to 18. They include youth freshly arrested for alleged criminal behavior and wards pending disposition, placement or serving a commitment. Detained youth, regardless of their status, comingle as they attend school, participate in programming, share meals, and recreate.

 

The SYTP will change the profile of the youth housed in the juvenile hall. It will include a small number of individuals, perhaps 1 to 5, who are serving lengthy sentences, and whose age could be as high as 25. Based on prior Division of Juvenile Justice (DJJ) commitments from Humboldt County, staff expects they will have extensive criminal histories and a high degree of complex trauma. The introduction of older, more criminally sophisticated youth with significant service and security needs is a cause for concern as it relates to the younger detained youth. In addition, the SYTP youth will have unique program and treatment requirements that will benefit from a distinct secure treatment space.

 

Included with the May 4 staff report was a resolution granting the Chief Probation Officer authority to sign the grant agreement, and related documents and amendments. Following your Boards approval, additional funding was made available under this grant which changed the proposed scope of this project. As such, Humboldt County Probation will be submitting a budget modification, revised budget table and revised budget narrative to the BSCC by December with the intent to secure the maximum funding available for Humboldt County, totaling $167,529. The anticipated funding will be used to complete the following projects in the Humboldt County Probation Youth Detention Facilities:

 

1.                     Installation of a redundant station which will make operation of the secure doors in the Regional Facility (RF) possible via touch screen controls in the Juvenile Hall. Being able to operate the RF door locks from the Juvenile Hall increases staff safety and eases staffing burdens by not requiring staff in both control rooms.

2.                     Connecting a new recreation yard door in the RF, installed during the construction of the new juvenile hall, to existing door controls in the control room.

3.                     The upgrade from an analog camera system in the Juvenile Hall to fully digital, allowing for recording and storage capabilities as well as ensuring that the camera system has adequate support in the future.

 

Accordingly, the Humboldt County Probation Department recommends that the Board of Supervisors approve, and authorize the Chief Probation Officer to execute, the attached professional services agreement with Graphic Control Systems, Inc. to complete the above noted improvements within the Juvenile Hall, Regional Facility in the amount of $189,625.12, for the period of July 1, 2021 through June 30, 2022. Additionally, staff recommends the Board authorize the Chief Probation Officer, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Graphic Control Systems, Inc., after approval by County Counsel, Risk Management and the County Administrative Office to avoid any delays in the provision of needed security improvements. Finally, staff recommends the Board establish a Fixed Asset line, object code 8986 - Equipment, in the Probation, Juvenile Hall, Board of State and Community Corrections Grant, budget unit of 1100-234001 and approve the attached supplemental budget in budget unit 1100-234001.

 

FINANCIAL IMPACT:

 

The attached the attached professional services agreement with Graphic Control Systems, Inc. regarding security related improvements within the Juvenile Hall, Regional has a total payable of $189,625.12, for the period of July 1, 2021 through June 30, 2022. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the agreement.

 

Expenditure appropriations related to the attached agreement was not included in the approved fiscal year 2021-22 budget for the Humboldt County Probation Department Probation- Juvenile Hall, Board of State and Community Corrections Grant, 1100-234001. However, if the department’s grant revisions are approved, the funds would be received by Probation- Juvenile Hall, Board of State and Community Corrections Grant1100-23400. The revised grant funding available to counties this size from the BSCC is $167,529,  therefore the attached supplemental budget is necessary to transfer an additional $22,098 from Probation trust fund 3782, the balance of which is currently $1,722,376. As a result, approval of this agreement with Graphic Control Systems, Inc. will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may opt not to approve the attached professional service agreement with Graphic Control Systems, Inc. and related request for supplemental budget however this is not recommended as the grant funds alone, would not allow for much needed infrastructure upgrades in the new Juvenile Hall and the Regional Facility.
