That the Board of Supervisors:
1. Appoint Director of Library Services Jeff Scott to the Access Humbolt Board representing the County of Humboldt.

DISCUSSION:
In 2006, as part of the renegotiation of the local franchise for cable television services, a non-profit organization was established to manage public, educational and governmental access channels on behalf of the county and participating cities and to construct and maintain a community media center. That organization, Access Humboldt, is governed by a Board of Directors comprised of individuals elected by the organization’s membership, individuals appointed by its directors, and representatives from designated organizations including the County of Humboldt.
The County of Humboldt’s representative does not need to be a county employee but cannot be an elected official. Since December 2010, the County of Humboldt’s representative has been its Director of Library Services, save for 2017 and a portion of 2018 when it was filled by an employee in the County Administrative Office.
The former Director of Library Services, Chris Cooper, served on the Access Humboldt Board from 2018 until he left county employment in 2026. The Director of Library Services position has been filled by Jeff Scott, who has expressed a desire to serve on the Access Humboldt Board of Directors. At this time, staff recommends that your Board appoint Scott to fill the County of Humboldt’s position on the Access Humboldt Board of Directors.
