RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair of the Board to execute the attached certification statements for the Child Health and Disability Prevention and Health Care Program for Children in Foster Care; and

2.                     Direct the Clerk of the Board to return the two (2) fully executed original copies of the attached certification statements to the Department of Health and Human Services - Public Health Administration for submission to the California Department of Health Care Services.

DISCUSSION:

The Nursing Division of the Humboldt County Department of Health and Human Services - Public Health (“DHHS-PH”) has been administering the Child Health and Disability Prevention (“CHDP”) program locally since 1980 and the Health Care Program for Children in Foster Care (“HCPCFC”) since 2000.

 

CHDP is a preventive program that delivers periodic health assessments and services to low-income children and youth in California.  CHDP provides care coordination to assist families with medical appointment scheduling, transportation, and access to diagnostic and treatment services.  Health assessments are provided by enrolled private physicians, community clinics, managed care plans and some local school districts.

 

HCPCFC is a program in which DHHS-PH, DHHS-Social Services and the Humboldt County Probation Department work together to provide public health nurse expertise in meeting the medical, dental, mental, and developmental needs of children and youth in foster care.

 

The California Department of Health Care Services - Children’s Medical Services Branch (“CMS”) requires an annual application process within the state’s Integrated Systems of Care (“ISC”) for the provision of CHDP and HCPCFC services in Humboldt County with certification by the Humboldt County Board of Supervisors.  By executing the attached certification statements, the County of Humboldt certifies that the CHDP and HCPCFC programs will comply with the ISC Plan and Fiscal Guidelines for fiscal year 2023-2024.  The recommendations currently before the Board will allow CHDP and HCPCFC to continue to provide services to the community and receive quarterly reimbursement.

Narrative Explanation of Financial Impact:

The CHDP and HCPCFC programs are funded by CMS each year through a combination of federal and state funds.  The proposed budget for the CHDP program residing in fund 1175, budget unit 418 - CHDP Administration was anticipated and has sufficient appropriations to cover the total allocation of Four Hundred Thirty-Six Thousand Eight Hundred Fourteen Dollars ($436,814.00) for fiscal year 2023-2024. The proposed budget for the HCPCFC program residing in fund 1175, budget unit 418001 - Foster Care was also anticipated and has sufficient appropriations to cover the total allocation of Three Hundred Forty-Five Thousand Seven Hundred Thirty-Six Dollars ($345,736.00) for fiscal year 2023-2024. Execution of the attached certification statements, and submission of the ISC packet, for the CHDP and HCPCFC programs will not impact the Humboldt County General Fund.

Funds will support current staffing levels within the CHDP and HCPCFC programs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to execute the attached certification statements for the CHDP and HCPCFC programs.  However, this alternative is not recommended since it would result in program elimination, as Board certification is required to complete the ISC annual services plan and receive quarterly reimbursement for services provided through the CHDP and HCPCFC programs.
