RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify the Interim Aviation Director Signature to the Armstrong/Lochner first amended agreement; and
2. Approve the attached supplemental budget in the amount of $25,712 in the Aviation Capital Projects budget (395170) (4/5 Vote Required); and
3. Authorize the Director of Aviation to sign any additional amendments or extension to the agreement after review and approval by the County Administrative Office, County Counsel and Risk Management.

DISCUSSION:
On April 27, 2021, your Board approved a Pre-Qualification List for Airport Consultant Services. This Pre-Qualification list expired on April 27, 2026. Armstrong/Lochner was one of those consultants.
On Dec. 5, 2023, your Board authorized the Department of Aviation to enter into an agreement with Armstrong/Lochner for the Murray Field Airport (EKA) Runway 12/30 Precision Approach Path Indicator (PAPI) project. This agreement expired Dec. 31, 2024.
Before you today is the first amendment to the Armstrong/Lochner agreement for the Murray Field Airport (EKA) Runway 12/30 Precision Approach Path Indicator (PAPI) project for remaining costs and extending the term of the agreement from Jan. 1, 2025, to the Dec. 31, 2026, to capture outstanding initial design costs. Due to administrative oversite, the original agreement expired Dec. 31, 2024.
Staff will return to your Board for authorization to accept Federal Aviation grant funds for the final design and close out portions of this project, once grand funds are known. At that time an additional amendment with Armstrong/Lochner will be necessary to complete the project.

Narrative Explanation of Financial Impact:
The grant estimate for the Murray Field Airport (EKA) Runway 12/30 Precision Approach Path Indicator (PAPI) project is anticipated to be $550,132.65, with the counties cost share $28,954.35 for construction costs, flight check and construction administration. This phase of the project is included in the proposed fiscal year fiscal year (FY) 2026-27 budget for Aviation Capital Projects (3539170).
The supplemental budget request before you today, is for the remaining project design costs in an estimated amount of $25,712. These costs will be paid from a prior grant award for the design of the Murray Field Airport (EKA) Runway 12/30 Precision Approach Path Indicator (PAPI) project.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not ratify the Interim Aviation Directors Signature, Amended Agreement and/or to not approve the Supplemental Budget Request for FY 2025-26. However, this is not recommended as the contractor has continued to perform work under this agreement and should be compensated.
