RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached supplemental budget in the amount of $39,975.00 for FY2023-24 Department of Health and Human Services Public Health Fund 1175, Budget Unit 400 (4/5 vote required);
2. Approve grant agreement #22-11299 with California Department of Public Health (CDPH) Workforce Career Ladder Education and Development Program in the amount of $39,975.00 for the terms of July 1st, 2022, through June 30th, 2026;
3. Authorize the Department of Health and Human Services Director of Public Health or designee thereof to sign the agreement;
4. Authorize the Department of Health and Human Services Director of Public Health or designee thereof to execute all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related to the attached grant agreement, including subcontracts, after review of County Counsel and Risk Management; and
5. Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS - Contracts Unit.

DISCUSSION:
The purpose of the Grant is to provide support to County of Humboldt Department of Health and Human Services (DHHS) Public Health Staff in pursuit of professional certifications or re-certifications and other relevant Public Health or professional development courses/trainings by reimbursing fees or other costs to attend classes and exams, and/or provide stipends for staff to offset loss of compensation during the workweek for staff to attend courses/trainings and certification exams.
The County of Humboldt did not apply for PH-Career Ladder funds when CDPH first announced this opportunity in 2022 but later applied in February 2023. The County of Humboldt was awarded $39,975 to fund PH-Career Ladder Project #1.
Project #1: Community Health Worker (CHOW) Training, Courses, and Certifications
Project #1 will focus on Community Health Workers (CHOWs) obtaining their credentials which will be an allowable position to bill Medi-Cal, which helps County programs to become more self-sustaining.
This agreement is coming to your Board after the start of the term due to a state budget error that caused delays in the agreements. The state chose to leave the agreements backdated so that grant recipients could still charge applicable costs back to the beginning of the term. DHHS-Public Health has applied for additional funds from this program and will return with amendments as necessary for subsequent awards.

Narrative Explanation of Financial Impact:
Approval of grant agreement #22-11299 in the amount of $39,975.00 with the California Department of Public Workforce Career Ladder Education and Development Program allows County of Humboldt Department of Health and Human Services Public Health to be reimbursed a maximum amount of $39,975.00 in Public Health Fund 1175, Public Health Administration Budget Unit 400, for the period of July 1st, 2023, through June 30th, 2024. This grant was not anticipated and requires supplemental budget in the amount of $39,975.00 for Fiscal Year 2023-2024.

Acceptance of this grant will help maintain current staffing levels across multiple County of Humboldt Department of Health and Human Services Public Health programs. Activities planned through this funding will complement and expand upon existing services currently funded through other grants.
