DISCUSSION:
On May 28, 2018, the County of Humboldt issued a Request for Proposals (RFP) for the purpose of selecting a qualified contractor to provide the products and services necessary to complete the Humboldt County Radio System Replacement Project. The proposals submitted in response to the RFP were evaluated and ranked by the county’s selection committee. The highest-ranking proposer was determined to be Motorola Solutions, Inc.
On Dec. 18, 2018, your Board approved the contract agreement with Motorola in the total amount of $5,650,000 (without estimated taxes included). This agreement included a milestone payment of 10% of the total contract value. The first milestone was completed in fiscal year (FY) 2022-23, the second milestone under this project was completed in FY 2024-2025.
The proposed supplemental budget adjustment will open the fixed asset line for tracking of the Humboldt County Radio System Replacement Project to allow payment of this milestone.
The current estimated completion date of the Humboldt County Radio System Replacement Project is December 2026.

Narrative Explanation of Financial Impact:
Funding for this milestone payment for the Humboldt County Radio System Replacement Project was not included in the FY 2024-25 adopted budget for the County Administrative Office - Communications budget (3521151). The proposed supplemental will increase the adopted budget by $282,500 and open the fixed asset line associated with tracking of this radio infrastructure project. The Communications fund currently has a cash balance of $1,637,005 which is sufficient to support this supplemental budget request.
STAFFING IMPACT:
There is no staffing impact with this item.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the supplemental budget. However, this action is not recommended as the county has invested heavily into replace its radio infrastructure and this change will ensure payment for critical components of the Radio Infrastructure Project.
