RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the U.S. Department of Justice Bureau of Justice Assistance Rural Law Enforcement Violent Crime Reduction Initiative FY2025 grant application; and
2. If awarded, authorize the County Administrative Officer, the Sheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice - Office of Justice Programs for participation in the program; and
3. Ratify the signature of the County Administrative Officer for the Bureau of Justice Assistance Rural Law Enforcement Violent Crime Reduction Initiative FY2025 Certification of Chief Executive Officer (Attachment 2); and
4. Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in original and email formats, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:
As rural jurisdictions often encounter scarce resources and personnel to prevent, respond to, and reduce violent crime, the United States Department of Justice Bureau of Justice Assistance issued a grant funding opportunity, FY25 Rural Law Enforcement Violent Crime Reduction Initiative to combat violent crime in these rural communities. Funding is intended to support rural law enforcement agencies and prosectors’ offices in their efforts to combat violent crime through the implementation of a violent crime reduction strategy that utilizes technology enhancements, personnel, tactics, training, equipment, data analytics, and other priority approaches to reduce violent crime rates. Grant priorities include supporting law enforcement operations, combatting violent crime, protecting children, and supporting victims of trafficking and sexual assault. The goal of this grant funding is to increase the capacity of rural law enforcement agencies to implement programs that combat violent crime through two objectives: (1) developing and implementing strategy solutions informed by jurisdictional data that address violent crime challenges in rural communities; and/or (2) track violent crime and demonstrating how efforts have resulted in violent crime reduction.
The award ceiling for this grant opportunity is $400,000. If awarded, it will be used to create interoperable Critical Response Group's Collaborative Response Graphics incident-mapping system for Humboldt County's critical infrastructure for Humboldt County’s 88 public schools. The software will integrate facility site maps into existing public safety platforms, and coordinate training for law enforcement, fire, EMS, dispatch, and facility partners for collaborative and efficient response to active threats of violent crime in and around public schools.

Narrative Explanation of Financial Impact:
This will be the HCSO’s first application for Rural Law Enforcement Violent Crime Reduction Initiative grant funding. The award ceiling for this grant is $400,000. Total grant funding available for software is $360,000; indirect county A87 charges are estimated at 10% of the total grant request, or $36,000. Critical Incident Mapping software will cost approximately $396,000. The HCSO will use 3642-000 Sheriff State Asset Forfeiture funds to cover the remaining $32,000 costs. There is no match requirement for this grant. If awarded, HCSO will return to your Board for the supplemental budget.

Your Board may choose not to apply for this funding award. This is not recommended as violent crime in rural Humboldt County communities is on the rise and this funding will provide the HCSO with the necessary funding to achieve its mission to be the safest rural community in California where peace, justice, and freedom thrive.
