That the Board of Supervisors:

1.                     Continue the Public Hearing on the Building Code Amendments Associated with the Accessory Dwelling Unit Ordinance to the Agenda of the Meeting to be Held on October 27, 2020.

SOURCE OF FUNDING                     

The salary funding for preparing this staff report is included is in the General Fund contribution to the Long Range Planning unit, 1100-282. 

 

DISCUSSION:

On September 1, 2020 the Board of Supervisors adopted the Accessory Dwelling Unit (ADU) Ordinance and set for the October 6, 2020 meeting a follow up item - amendments to the Building Code for Alternative Owner Builder Regulations and Tiny Houses to allow them as ADU’s.  A public notice was published shortly afterward advertising a public hearing for the Building Code Amendments would be held on October 6th.  However, preparation of the staff report took longer than anticipated and was not completed in time for the item to be placed on the agenda.  A continuance to October 27, 2020 is therefore requested.

 

 

FINANCIAL IMPACT:

Staff costs and other expenses related to public review of the Accessory Dwelling Unit Ordinance and associated Building Code Amendments to date total approximately $12,000.  There will be additional future costs of around $7,500 to codify the new ordinances and General Plan amendments and train staff to implement them.  Approximately 60% of these costs are eligible for reimbursement from the state through non-competitive state funding that will be awarded to the County later this year.

OTHER AGENCY INVOLVEMENT:                     

State Department of Housing and Community Development, California Coastal Commission, Department of Public Works, Department of Health and Human Services - Environmental Health Division and the Office of County Counsel.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board can choose to consider this item at the meeting on October 6, 2020, but this is not

recommended because the staff report for this item has not been completed.
