RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Progress House, Inc. regarding the provision of residential substance use disorder treatment, transitional sober living and counseling services to eligible Humboldt County residents in an amount not to exceed $150,000 for the period of July 1, 2020 through the period of June 30, 2021;

2.                     Approve, and authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Progress House, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Progress House, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services) utilizes the System of Care approach to provide inpatient and outpatient treatment services to Humboldt County residents who have been diagnosed with a substance use disorder. Such an approach is essential in providing effective strategies for parents and youth to achieve safety, permanency and well-being.

 

Progress House, Inc. operates several inpatient and outpatient facilities in El Dorado County, Calif., and provides a variety of residential substance use disorder treatment, transitional sober living and counseling services. DHHS - Child Welfare Services has previously contracted with Progress House, Inc. on numerous occasions. On each occasion, Progress House, Inc. has demonstrated expertise in providing a full range of residential substance use disorder treatment, transitional sober living and counseling services to eligible Humboldt County residents. The attached professional services agreement will allow Humboldt County residents to receive necessary residential substance use disorder treatment, transitional sober living and counseling services from Progress House, Inc. for the period of July 1, 2020 through June 30, 2021.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Progress House, Inc. regarding the provision of residential substance use disorder treatment, transitional sober living and counseling services to eligible Humboldt County residents for the period of July 1, 2020 through June 30, 2021. It is also recommended that the Board authorize the DHHS - Child Welfare Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Progress House, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential substance use disorder treatment, transitional living sober living and counseling services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Progress House, Inc. has a maximum amount payable of $150,000 for the period of July 1, 2020 through June 30, 2021. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Progress House, Inc. in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Progress House, Inc. have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160- 508. Funding for the attached professional services agreement with Progress House, Inc. is available through state realignment revenues received by DHHS - Child Welfare Services. As a result, approval of the attached professional services agreement with Progress House, Inc. will not impact to the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Progress House, Inc. regarding the provision of residential substance use disorder treatment, transitional sober living and counseling services to eligible Humboldt County residents.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to refer eligible Humboldt County residents to Progress House, Inc’s residential substance use disorder treatment facilities.
