RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025; and
2. Approve, and ratify the Assistant County Administrative Officer’s execution of, Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025; and
3. Authorize the Interim Director of Aviation, or a designee thereof, to execute any and all subsequent amendments to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Adopt the attached resolution authorizing the Interim Director of Aviation, or a designee thereof, to execute any and all documents related to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025; and
5. Receive and file bid tabulation for Murray Field Airport Runway 12/30 and Taxiway A Rehabilitation Project (Project No. AV-2024-01); and
6. Award the Murray Field Airport Runway 12/30 and Taxiway A Rehabilitation Project (Project No. AV-2024-01) to, and authorize the Interim Director of Aviation, or a designee thereof, to execute an agreement that is substantially similar to the sample construction project agreement attached hereto with, American Road Maintenance for an amount not to exceed Six Hundred Eighty-Four Thousand Eight Hundred Fifty Dollars ($684,850), upon submittal of the appropriate bonds and insurance; and
7. Authorize the Interim Director of Aviation, or a designee thereof, to execute contract change orders with American Road Maintenance up an amount not to exceed Sixty-Eight Thousand Four Hundred Eighty-Five Dollars ($68,485), after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
8. Authorize the Interim Director of Aviation, or a designee thereof, to execute an agreement substantially similar to the attached professional services agreement with Lochner for aviation engineering and construction administration services (Attachment 5) after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On April 9, 2024, the Humboldt County Board of Supervisors (“Board”) approved the bid authorization for Murray Field Airport Runway 12/30 and Taxiway A Rehabilitation Project (“Project”). The Project consists of crack sealing/repairing, applying a surface treatment and remarking Runway 12/30, Taxiway A and the associated connector taxiways at the Murray Field Airport. In addition, there is a major crack on Runway 12/30 that will be repaired as part of the Project.
To meet United States Department of Transportation – Federal Aviation Administration (“FAA”) requirements, the public bidding process was conducted prior to receiving Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025. On April 29, 2024, the County of Humboldt received two (2) total bids for the Project. Total bids were submitted as follows:

On Aug. 26, 2025, the FAA issued Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025 with a maximum federal obligation of Seven Hundred Thirty-Four Thousand Five Hundred Seven Dollars ($734,507.00) as follows:

Given the short turnaround time, the Board’s prior approval of the Project bid, and the Project cost being included in this year’s approved budget, the Department of Aviation executed Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025 and now requests that the Board ratify the execution thereof.
Finally, the Department of Aviation contracts with Lochner (formerly Armstrong Consultants) to manage bidding, construction and closeout of FAA projects and requests authority for the Interim Director of Aviation, or a designee thereof, to execute an agreement substantially similar to the attached professional services agreement with Lochner for aviation engineering and construction administration services (Attachment 6) after review and approval by County Counsel, Risk Management and the County Administrative Office.

Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025 will provide funding in the amount of Seven Hundred Thirty-Four Thousand Five Hundred Seven Dollars ($734-507.00) to the County of Humboldt. The County of Humboldt would be responsible for up to Fifty-One Thousand Nine Hundred Three Dollars ($51,903.00), or five percent (5%) of the overall Project costs.
Expenditure Appropriations related to the Project have been budgeted in the adopted fiscal year 2025-26 budget for Aviation Capital Project budget unit (3539-170).
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025. However, this alternative is not recommended since declining to approve Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025 would result in the forfeiture of Seven Hundred Thirty-Four Thousand Five Hundred Seven Dollars ($734,507) in federal funding, making it the County of Humboldt’s financial responsibility to fully fund the Project. This would place an unanticipated burden on local funds and impact the Department’s ability to support other priority projects and services.
