RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the First Amendment to the Professional Services Agreement with Deborah J. Scaife for infection prevention services in response to the COVID-19 pandemic;

2.                     Authorize the Chair of the Board of Supervisors to sign the first amendment; and

3.                     Authorize the Public Health Director to sign any subsequent amendments related to the original Professional Services Agreement upon County Counsel and Risk Management review and approval.

DISCUSSION:

On May 27, 2020 the Department of Health and Human Services (DHHS) entered into a professional services agreement with Deborah J. Scaife to provide infection preventionist services in response to COVID-19. These services include training Emergency Operation Center staff on proper personal protective equipment (PPE) usage, COVID-19 prevention and response in assisted living facilities, and assistance with walk-throughs and collaborative work with assisted living facilities to ensure they have proper infection prevention and control protocol in place to prevent the spread of COVID-19.

 

On Aug. 11, 2020 California Department of Public Health (CDPH) allocated to DHHS - Public Health Enhancing Laboratory Capacity funding through the Paycheck Protection Program Healthcare Enhancement Act (ELC-PPP) to expand its activities related to COVID-19 response, and response to other infectious diseases of public health importance. As part of this funding, DHHS - Public Health is required to obtain the services of an infection preventionist for the duration of the funding term of May 18, 2020 through Nov. 17, 2022.


This first amendment before your Board today will amend the original agreement with Deborah J. Scaife to expand the scope of services to reflect additional required activities, increase the schedule of rates to reflect the increase in funding due to the ELC-PPP funding, and extend the agreement term to reflect the funding term.

 

FINANCIAL IMPACT:

The first amendment before your Board today will increase the overall maximum payable amount from $16,250 to a total of $140,075 in Budget Unit 1175-455 - Emergency Preparedness for the period of May 18, 2020 through Nov. 17, 2022. Staff anticipates that the infection preventionist will expend $53,885 in FY 2020-21. This was not included at the time of the county budget process for FY 2020-21; however, a supplemental budget appeared before your Board on Nov. 3, 2020 to account for additional expenses and revenue related to the ELC-PPP allocation from CDPH. The infection preventionist agreement and ELC-PPP allocation will be included in the county budget processes for FY 2021-22 and FY 2022-23. There is no impact to the County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board may choose to not approve the First Amendment. However, this is not recommended, as it would result in loss of grant funds related to COVID-19 response.
