RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached HCSO Law Enforcement Services Agreement for Special Events template (attachment 1);
2. Authorize Sheriff William Honsal or his designee to execute the Agreement on behalf of the department for any special event occurring in Humboldt County with County Administrative Office approval provided there are no changes to the Agreement;
3. Authorize Sheriff William Honsal or his designee to execute the Agreement on behalf of the department for any special event occurring in Humboldt County provided any proposed changes to the Agreement are approved in advance by County Counsel, Risk Management, and the County Administrative Office; and
4. The authorizations in recommendations #2 and #3 above, shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal, including subsequent renewals, amendments, extensions, or addendums to the Agreement.

DISCUSSION:
On occasion HCSO is requested to provide law enforcement (LE) services for special events happening in Humboldt County. HCSO desires to provide said services when it has the staffing available and the Sheriff determines that it is in the best interest of the public to do so.
The LE services would be provided on a short-term basis with hours mutually agreed and the rate for LE services is based on the county’s approved Fee Schedule. A standard agreement has been approved by County Counsel and Risk (attachment 1). In order to provide efficiency and timeliness, HCSO is requesting the Board approve the Agreement as to form and provide Sheriff Honsal with the authority to sign this Agreement for any special event occurring in Humboldt County without having to return to the Board of Supervisors each time.
SOURCE OF FUNDING:
General Fund (1100)
FINANCIAL IMPACT:
HCSO would be paid for all services provided. The hourly rate for services will be based on the county’s approved Fee Schedule which is updated annually. The 2024 fully burdened rate for a Deputy Sheriff I/II is $106.00/hour and for a Sheriff’s Sergeant is $132.00/hour.
STAFFING IMPACT:
Staffing is based on the needs of the special event and HCSO’s availability.
OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the recommendations; however, this is not recommended as it may be in the public’s best interest to have HCSO Law Enforcement Services at some special events held in the county.
