RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with the National Council on Crime and Delinquency regarding the implementation, support and maintenance of the Structured Decision Making software system in an amount not to exceed $97,000 for the period of June 25, 2019 through June 30, 2020;
2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with the National Council and Crime on Delinquency dated June 25, 2019, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached first amendment to the professional services agreement with the National Council on Crime and Delinquency to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The National Council on Crime and Delinquency (NCCD), through its Structured Decision Making software system, supports adult protective service workers by identifying adults at the highest risk of future maltreatment or self-neglect, and targeting resources toward those adults who need them most. The evidence and research-based Structured Decision Making software system identifies the key points in the life of an adult protective services case and uses structured assessments to improve the consistency and validity of each service-related decision.
On June 25, 2019 (Item C-44), the Board of Supervisors approved the current professional services agreement with NCCD regarding the implementation, support and maintenance of the Structured Decision Making software system for the period of June 25, 2019 through June 30, 2020. The attached first amendment to the professional services agreement with NCCD will allow the Humboldt County Department of Health and Human Services - Adult Protective Services (DHHS - Adult Protective Services) to continue utilizing the Structured Decision Making software system through June 30, 2021.
Accordingly, DHHS - Adult Protective Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with NCCD regarding the implementation, support and maintenance of the Structured Decision Making software system for the period of June 25, 2019 through June 30, 2020. It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with NCCD, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the utilization of the Structured Decision Making software system.
FINANCIAL IMPACT:
The professional services agreement with NCCD has a maximum amount payable of $97,000 for the period of June 25, 2019 through June 30, 2020. Funding will be as follows: $91,154 from Measure Z and $1,846 from APS/In-Home Supportive Services. This contract will reside in fund 1160, budget unit 511-004 Older Adults (APS). Adult Protective Services is funded with 2011 Realignment. 2011 Realignment funds are comprised of set portions of state sales tax and vehicle license fees provided to counties in support of various county programs. The attached first amendment to the professional services agreement with NCCD will not increase the maximum amount payable thereunder. As a result, approval of the attached first amendment to the professional services agreement with NCCD will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached first amendment to the professional services agreement with NCCD regarding the implementation, support and maintenance of the Structured Decision Making software system. However, this alternative is not recommended since it will not allow DHHS - Adult Protective Services to increase response priority decisions at intake and improve outcomes for dependent adults residing in Humboldt County.
