RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee thereof, to execute, the attached agreement # 21-10555, including Exhibit F, with the California Department of Public Health (CDPH) regarding the  Disease Intervention Specialist (DIS) Workforce Grant for the period of July 1, 2021 through December 31, 2025;

2.                     Approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached California Civil Rights Laws Attachment;

3.                     Approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached Contractor Certification Clauses Attachment;

4.                     Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and other documents directly associated with, the attached agreement with Heluna Health, after review and approval by County Counsel, Risk Management, and the County Administrative Office;

5.                     Approve the attached supplemental budget in the amount of $116,968.00 for DHHS - Public Health fund 1175, budget unit 419003, DIS Workforce (4/5 vote required).

DISCUSSION:

The Humboldt County DHHS - Public Health Communicable Disease Program currently conducts disease investigation activities for sexually transmitted disease (STD), human immunodeficiency virus (HIV), COVID-19, and other infectious disease.

 

The attached agreement with CDPH will allow DHHS - Public Health to be reimbursed for disease investigation workforce activities provided as part of the DIS Workforce Grant for the period of July 1, 2021 through December 31, 2025. The overall goal of the funding is to develop, expand, train, and sustain the DIS workforce. Funding is intended to support hiring personnel to address projected jurisdictional infectious disease prevention and response needs over the performance period. Humboldt County has been realizing increased incidence of STDs for several years, and DHHS - Public Health intends to leverage this funding primarily for STD investigation activities.

 

It should be noted that the attached agreement with CDPH comes to the Board after the start date as CDPH did not distribute agreements to agencies until late March 2022.

 

FINANCIAL IMPACT:

The attached agreement with CDPH will allow DHHS - Public Health to receive up to $584,840.00 for conducting activities necessary to expand, train, and sustain a response-ready DIS workforce during the period of July 1, 2021 through December 31, 2025. Since CDPH did not distribute agreements until March 2022, they are allowing the rollover of calendar year (CY) 2021 funds for July 1 through December 31 into the second grant year, CY 2022. Subsequent allocation rollovers may also be given in the future.

 

The attached supplemental budget will allow for additional revenue and expenditure appropriations related to the attached agreement with CDPH in the amount of $116,968.00 to be included in the fiscal year (FY) 2021/22 in fund 1175, Budget Unit 419003, DIS Workforce. The remaining allocation of $467,872.00 will be budgeted in subsequent FYs as appropriate.

 

Approval of the attached agreement with CDPH will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached agreement with CDPH regarding the provision of disease intervention activities. However, this alternative is not recommended as it would prevent DHHS - Public Health from seeking reimbursement for the provision of such services.
