RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the Memorandum of Understanding (Attachment 1) for adding Willow Creek Fire Safe Council to the program and require that the Willow Creek Fire Safe Council join the program for at least 3 years;

DISCUSSION:

The county is in a position to offer lower worker’s compensation costs to local fire districts have allowed local fire districts to join the county’s worker’s compensation program since 2005 which has significantly helped rural communities to continue facilitating volunteer fire departments to help protect the community. Willow Creek Fire Safe Council, in an effort to help protect the community, wishes to participate in the program in order to afford part-time staffing to allow local projects to be completed which serves the community as a whole.

 

The attached memorandum of understanding (MOU) and resolution will need to be approved and executed by both parties to add Willow Creek Fire Safe Council. Upon approval of both items, the Risk Manager will complete the application process with the county’s Insurance provider PRISM. Risk Management will send a letter to the Willow Creek Fire Safe Council each FY to collect their premium for participation within the program.

Narrative Explanation of Financial Impact:

Costs for adding Willow Creek Fire Safe Council are charged out to all participating fire districts each fiscal. There is a minimal cost for Risk Management Division’s time and resources expended to obtain information from the fire districts and Willow Creek Fire Safe Council. The fire districts along with Willow Creek Fire Safe Council will pay their share of coast associated with participation with the program which was agreed upon in the BOS agenda item C-12. (attached)

Narrative Explanation of Staffing Impact:

Staff currently handles invoicing and Worker’s Compensation for 17 other Districts so impact on staff time will be neglectable.
