That the Board of Supervisors:

1.                     Approve and adopt the resolution for Phase IV of the North Coast Resource Partnership Plan.

DISCUSSION:

The North Coast Resource Partnership (“NCRP”) was initiated in 2004 as a water management collaborative between the counties of Humboldt, Sonoma, Modoc, Mendocino, Trinity, Del Norte and Siskiyou.  The NCRP is now a successful coalition of north coast counties and tribes that have successfully worked together to leverage over $100,000,000 in grants and matching contributions to support water and wastewater infrastructure and water resource projects throughout the north coast region. To date, $71,000,000 has been awarded and administered through the California Department of Water Resources’ Integrated Regional Water Management (“IRWM”) Grant Program and other general obligation bonds, including, without limitation, Proposition 50 and Proposition 84; with over $37,000,000 supporting planning and implementation projects within Humboldt County.  Projects that are included in an IRWM Plan are eligible to receive IRWM Grant Program funds.  The NCRP has maintained a comprehensive North Coast IRWM Plan, which is now referred to as the “NCRP Plan,” since 2005; Phase IV of the NCRP Plan will be the fifth (5th) iteration thereof.

 

On Nov. 4, 2014, California voters approved Proposition 1 which authorized the appropriation of $510,000,000 in IRWM grant funds that were allocated to twelve (12) hydrologic region-based funding areas.  The North Coast Funding Area was allocated a total of $26,500,000 of the Proposition 1 appropriation, and $21,200,000 of such funding may be used to support implementation projects.  The NCRP prepared a Proposition 1, Round 1 application package with twenty (20) proposed projects for a total grant amount of $12,720,000. The recommended suite of projects includes projects in Humboldt County sponsored by Sanctuary Forest Inc., the Humboldt Bay Municipal Water District, the Mattole Restoration Council, the Yurok Tribe, the Fieldbrook Glendale Community Services District, the Briceland Community Services District, the City of Ferndale, and the City of Trinidad.  In order for these projects to maintain eligibility for IRWM funding, the Humboldt County Board of Supervisors must approve and adopt Phase IV of the NCRP Plan which includes the applicable requirements of Proposition 1.

 

For all of the reasons stated above, the Department of Public Works Natural Resources Division recommends that the Board adopt the attached resolution approving and adopting Phase IV of the NCRP Plan.

 

FINANCIAL IMPACT:

There are no costs associated with approval and adoption of Phase IV of the NCRP Plan.  As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended action supports the Board of Supervisors’ Strategic Framework by building interjurisdictional and regional cooperation, providing for and maintaining infrastructure and creating opportunities for improved safety and health.
