DISCUSSION:

On February 26, 2019, the Clerk/Recorder/Registrar of Voters came before the Board of Supervisors requesting authorization to execute the necessary documents required to receive the sum of $25,000 through grant funding provided by the Help America Vote Act (HAVA) for efforts to improve cyber security and infrastructure related to VoteCal, California’s centralized voter registration database that provides benefits to voters and election officials. Funding may be used for conducting security assessments, third-party software and/or hardware specifically related to improving the county’s cyber security capabilities related to VoteCal, consulting services and associated information technology installations directly relating to cyber security risks, privacy and awareness training for elections staff, physically securing servers hosting the county’s Election Management System, updating and hardening servers, improvements to security practices and documentation, and monitoring system and applications. The HAVA grant requires the Office of Elections to (1) conduct security system testing, and (2) provide privacy and security awareness training for all Elections’ staff. Both conditions for receiving this grant funding have been satisfied.

 

The Clerk/Recorder/Registrar of Voters collaborated with the County Administrative Office - Information Technology Director to identify cyber security software that will be utilized for the County of Humboldt as a whole, increasing cyber security protections and reducing vulnerabilities for all county departments. Based on findings through this collaboration, the Clerk/Recorder/Registrar of Voters requests the Board’s approval to purchase Tenable Vulnerability Management software from CDW-G, LLC. The total purchase cost for the coverage period of September 23, 2019 through September 22, 2020 is $24,934.39. County Information Technology will seek allocation of funds in future fiscal years to continue providing this cyber security protection countywide. Future costs will be recuperated from county departments.

 

FINANCIAL IMPACT:

The total purchase amount of the Tenable Vulnerability Management software is $24,934.39, which includes an annual subscription license of $19,189.80 and service fees of $5,744.59 (Attachment 2). This purchase is eligible for reimbursement through HAVA grant funding.  The noted costs and related grant reimbursement will affect fund 1100, budget unit 140 and will not extend beyond the current fiscal year. Future charges associated with the software will be taken on by County Information Technology.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve this purchase. This alternative is not recommended as it would require the departments to research and identify alternative software, causing an increased demand on department time and resources, and reducing the installation and training window available.
