RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve,  and ratify the Humboldt County Sheriff’s execution of, the attached memoranda of agreement with various community partners regarding operations of emergency services facilities during natural or human-caused disasters and emergencies throughout Humboldt County;

2.                     Authorize the Humboldt County Sheriff, or a designee thereof, to sign any and all subsequent amendments, and any other documents directly related, to the attached memoranda of agreement, after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Authorize the Humboldt County Sheriff, or a designee thereof, to execute additional memoranda of agreement regarding operations of emergency services facilities during natural or human-caused disasters and emergencies that are substantially similar to the attached memoranda of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one certified copy of the Board order pertaining to this item to the Humboldt County Sheriff’s Office.

DISCUSSION:

On April 7, 2015, the Board adopted the Humboldt County Emergency Operations Plan to guide and direct emergency and disaster response efforts in Humboldt County. On June 27, 2023, the Board adopted the Mass Care and Shelter Plan (MCP) and MCP Appendix as a supporting Functional Annex to the Humboldt County Emergency Operations Plan (EOP). The MCP  outlined Humboldt County’s response for mass care and shelter associated with large-scale disasters.

 

Development and execution of Memoranda of Agreement with multiple community partners is a necessary preparatory step toward timely implementation of emergency operations. These agreements lay the groundwork for the DHHS Emergency Preparedness Program and the Sheriff’s Office of Emergency Services to quickly provide emergency shelter and support services to disaster-displaced individuals in the Humboldt Operational Area.

 

SOURCE OF FUNDING: 

No funds will be expended pursuant to these Memoranda of Agreement.

 

FINANCIAL IMPACT:

This agreement quantifies a zero cost to the parties entering an agreement and no money exchanges hands during operations of a shelter at a facility.

 

STAFFING IMPACT:

This action will have no direct effect on staffing levels. The existence of these Memoranda of Agreement will allow existing staff to mobilize more quickly and efficiently during disasters.

 

OTHER AGENCY INVOLVEMENT:

Klamath-Trinity Joint Unified School District; City of Arcata; Northern Humboldt Union High School District; Humboldt Unitarian Universalist Fellowship; Southern Humboldt Unified School District; HealthSPORT Arcata; McKinleyville Community Services District; Arcata School District; others to be determined.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached memoranda of understanding with various community partners regarding operations of emergency services facilities during natural or human-caused disasters and emergencies throughout Humboldt County. However, this alternative is not recommended since it will severely limit the DHHS Emergency Preparedness Program and the Sheriff’s Office of Emergency Services’ ability to quickly provide emergency shelter and support services to disaster-displaced individuals in the Humboldt Operational Area.
