DISCUSSION:

The County of Humboldt Board of Supervisors would like to send a letter of support to the State legislators to support the concept of the “Cottage Microbusiness License.” The Board feels that this proposed license would address many complaints heard from constituent cannabis stakeholders and create an avenue for the “small” farmer and business owner to come into compliance with the county and state laws. An example of the possible guidelines can be seen on the attachment entitled Draft Cottage Microbusiness License Information (Attachment 2). This document addresses the specifics that could be implemented to create the scope for the cottage industry. Furthermore, Attachment 3 is a sample of the Standardized Regulatory Impact Assessment (SRIA) prepared by the ERA Economics, LLC for the California Department of Food and Agriculture (CDFA). As a leader in the legalization and license implementation, the County of Humboldt would further welcome the opportunity to pilot the program in the future.

 

 

FINANCIAL IMPACT:

There is minimal financial impact to sending a letter of support. However, should a law be enacted that supports the concept of a cottage microbusiness license, county staff would likely be responsible for licensing and performing inspections, and possibly more tasks. Such a program would likely be classified as a state-mandated program and in that case state funding would need to be provided to jurisdictions.
