RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached grant agreement with the Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding in the amount of $10,000 made available through the Together, We Thrive 2025 Grant Program for the purpose of supporting the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board for the period of June 5, 2025, through June 4, 2026; and
2. Authorize the Department of Health & Human Services - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the Department of Health & Human Services - Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:
The attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will allow the Humboldt County Department of Health & Human Services - Behavioral Health (“DHHS - Behavioral Health”) to receive Ten Thousand Dollars ($10,000.00) in funding made available through the Together, We Thrive 2025 Grant Program for the purpose of supporting the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board during the period of June 5, 2025 through June 4, 2026. It should be noted that the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
The Humboldt County Transition-Age Youth Collaboration (“HCTAYC”) is a youth leadership and advocacy development program dedicated to empowering young people 16-26 with lived experience in the Foster Care, Juvenile Justice, Homelessness, and Behavioral Health systems to transform those very same systems that shape their lives. HCTAYC was launched in 2008 as a collaboration bringing statewide and national youth organizations together to improve the services youth receive as they transition into adulthood and become independent.
HCTAYC facilitates the Youth Advisory Board (“YAB”) and helps to foster and build skills in the areas of youth development, policy change, youth advocacy, community engagement and wellness. It provides training to youth, staff and community partners related to more effectively engaging youth and developing youth-informed approaches. These funds will go directly to systems-impacted young people with lived experience in the foster care, juvenile justice, behavioral health, and homelessness services systems as stipends for their participation on the YAB.
Accordingly, DHHS - Behavioral Health recommends that the Board approve the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding made available through the Together, We Thrive 2025 Grant Program for the purpose of supporting the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board for the period of June 5, 2025 through June 4, 2026. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in compensating members of the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board for their time and work.

As noted above, the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will allow DHHS - Behavioral Health to receive $10,000 in funding made available through the Together, We Thrive 2025 Grant Program for the purpose of supporting the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board during the period of June 5, 2025 through June 4, 2026. Expenditure appropriations related to the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation have been included in the approved fiscal year 2025-26 budget for DHHS - Behavioral Health budget unit 1170-478.
STAFFING IMPACT:
Approval of the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding made available through the Together, We Thrive 2025 Grant Program for the purpose of supporting the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board. However, this alternative is not recommended as it would negatively impact DHHS - Behavioral Health’s ability to compensate members of the Humboldt County Transition-Age Youth Collaboration Youth Advisory Board for their time and work.
