RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Edgelines on Indian Reservation Road Systems Project; and

2.                     Award the project agreement to GR Sundberg, Inc., for the total amount of $792,549.10; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Director of Public Works to execute contract change orders up to the amount of $39,625.90; and

5.                     Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On May 12, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Highway Safety Improvement Program Edgelines on Indian Reservation Road Systems Project for bids. On Jun. 9, 2026, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.

 

Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Highway Safety Improvement Program Edgelines on Indian Reservation Road Systems Project; award the project agreement to GR Sundberg, Inc., for the total amount of $792,549.10; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $39,625.90.

Narrative Explanation of Financial Impact:

The Highway Safety Improvement Program Edgelines on Indian Reservation Road Systems Project is funded by the California Department of Transportation’s Highway Safety Improvement Program (90%), with the grant match being shared by the Humboldt County Road Fund - Measure O (6.89%), Hoopa Valley Tribe (2.22%), Karuk Tribe (0.86%), and Yurok Tribe (0.03%). The total project cost is estimated at $911,430.00, as shown in Attachment 1.

 

Expenditure appropriations relating to completion of the Highway Safety Improvement Program Edgelines on Indian Reservation Road Systems Project are included in the approved fiscal year 2026-27 budget for budget unit 1200-321.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Highway Safety Improvement Program Edgelines on Indian Reservation Road Systems Project. However, this alternative is not recommended because the project will improve the safety of several roadways using funds that would not otherwise be available to the County of Humboldt, Hoopa Valley Tribe, Karuk Tribe, and Yurok Tribe.
