RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Maple Lane Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 4, 2019, at 2:00 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Maple Lane, Post Mile 0.14, in the Myrtletown area of Eureka, experienced an embankment failure at a stormwater outlet, which caused the downdrain to fail. Currently, water outfalls at the damaged section of the storm drain are adversely affecting downstream property and trees.
On May 21, 2018, Public Works received FEMA funding approval to proceed with the Maple Lane Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by the Public Works Survey Crew. The work proposed in the attached plans and specifications consists of site access, junction structure, high-density polyethylene heat welded plastic pipe, cable anchor system, embankment, one-quarter of a ton rock slope buttress and sediment and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Maple Lane Storm Repair Project.
FINANCIAL IMPACT:
There is no financial commitment until the project is awarded. This project is being funded by FEMA Disaster Funds (75 percent), California Office of Emergency Services funding (18.75 percent) and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the project is $59,015. Construction costs are included in the approved fiscal year 2018-2019 budget for Road Fund budget unit 1200321-2118. As a result, the Maple Lane Storm Damage Repair project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Maple Lane Storm Damage Repair Project. However, this alternative is not recommended because the project will replace the failed downdrain using funds that would not otherwise be available to the county.
