RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Review and adopt the updated Bylaws of the Behavioral Health Board approved by the Behavioral Health Board on March 28, 2024.

2.                     Direct the Clerk of the Board to provide the Department of Health and Human Services -

Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:

The Humboldt County Board of Supervisors adopted a resolution on September 25, 1962, that established the Humboldt County Advisory Committee on Mental Health. The Humboldt County Advisory Committee on Mental Health became the Local Mental Health Board.

 

On February 14, 2012, a resolution was adopted by the Board of Supervisors that approved changing the name of the Mental Health Board to the Behavioral Health Board. On February 14, 2012, the Board of Supervisors approved the revised Behavioral Health Bylaws approved by the Behavioral Health Board on September 15, 2011.

 

The Behavioral Health Board, appointed by the Board of Supervisors, operates in compliance with the authority, purpose and duties derived from the Welfare and Institutions (W&I) Code, Chapter 1374, Statutes of 1992, Section 5604.2; the County Board of Supervisors; and other pertinent Legislation.

 

Recently, the Behavioral Health Board proposed revisions to the Bylaws, these revisions were approved by the Board on March 28, 2024. The Behavioral Health Board recommends that the Board of Supervisors review and adopt the Bylaws dated March 28, 2024.

There is no direct financial impact related to the adoption of the Behavior Health Board bylaws.

This action has no impact on staffing.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

As an alternative, The Board may elect not to adopt the revised Bylaws dated March 28, 2024. However, the Behavioral Health Board is requesting revisions to comply with changes in the law.
