RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the county to receive the sum of $20,000 through grant funding provided by the Help America Vote Act (HAVA) Polling Place Accessibility Training Program;

2.                     Approve the attached supplemental budget for fiscal year (FY)2023-24 in the amount of $20,000 for Elections’ budget 1100140 (4/5 vote required);

3.                     Authorize the Clerk/Recorder/Registrar of Voters, or their designee, to execute the necessary documents and the attached contract to carry out the purpose of the Board’s order to receive the sum of $20,000 through grant funding provided by the Help America Vote Act Polling Place Accessibility Training Program; and

4.                     Adopt the attached resolution authorizing the county to receive the sum of $20,000 through grant funding provided by the Help America Vote Act (HAVA) for efforts to improve polling place accessibility.

DISCUSSION:

One of the stated goals of the Help America Vote Act is to ensure the accessibility of the electoral process for voters with disabilities. In a continuing effort to ensure compliance with HAVA mandates, the Humboldt County Office of Elections has available to it the sum of $20,000 in grant funding. The funding will allow election staff to travel for Americans with Disability Act (ADA) training conducted by the Secretary of State’s Office and the Department of Rehabilitation. The grant also allows for reimbursement of election staff salaries for conducting accessibility surveys of polling places, for purchase of temporary facility mitigation measures for polling places, and for costs associated with the acquisition or deployment of a remote accessible vote by mail system.

Narrative Explanation of Financial Impact:

The attached Supplemental Budget will recognize $20,000 in funding provided through the HAVA Polling Place Accessibility Training Program provides the Office of Elections with funding necessary to conduct regular site visits to evaluate facilities used as polling places for elections, and to secure necessary mitigation supplies to make facilities temporarily accessible for election activities.
