RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Supplemental Budget for the Data Exchange Framework Technical Assistance Grant in the amount of $75,000 for Fiscal Year (FY) 2024-25 for the Department of Health and Human Services - Public Health Administration Budget Unit (1175-400) (4/5 Vote Required); and

2.                     Direct the Clerk of the Board to return one copy of the certified Board report to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

On July 27, 2021, Governor Newsom signed California Assembly Bill 133 into law, which aims to transform healthcare by expanding Medi-Cal eligibility, investing in public health initiatives, and mandating data sharing among providers and health plans by 2024. Section 130290 of the California Health and Safety Code established the California Health and Human Services (CalHHS) Data Exchange Framework (DxF).

 

Currently, California's healthcare system is fragmented, with some parts relying on coordinated electronic systems and others on manual, siloed data exchanges. This inconsistency burdens providers and patients, limits advancements in equity and quality, and hinders patient access to personalized health records. Additionally, a lack of clear policies for data sharing between various health entities further complicates the situation.

 

On Nov. 7, 2023, your Board approved the Department of Health and Human Services - Public Health (DHHS-PH) to enter into the Data Sharing Agreement (DSA) with CalHHS regarding the implementation of the DxF as mandated by California Health Code Section 130290. The CalHHS DxF agreement is for safe information sharing among health and human services providers, not a new technology or centralized data repository. This framework aims to improve access to necessary information for healthcare providers, enhance interagency connections, and enable better public health assessments.

 

On Feb. 23, 2024, DHHS-PH applied for the DxF Technical Assistance (TA) Grant and was awarded $150,000. The DxF TA Grant supports DHHS-PH in achieving the requirements set in the DSA.

Narrative Explanation of Financial Impact:

The CalHHS DxF TA Grant will allow DHHS - PH to be reimbursed up to $150,000 for FY 2024-25 in Public Health Administration (1175-400) for meeting requirements set in the CalHHS DxF DSA. A projected grant award of $75,000 was included in the proposed county budget for FY 2024-25. Approval of the attached supplemental budget for the additional award amount of $75,000 is required.

 

STAFFING IMPACT:

There is no staffing impact associated with this grant.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to retroactively approve the attached CalHHS DxF TA Grant. However, this alternative is not recommended as it would eliminate assistance funds required to meet the requirements set in the DSA.
