RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Service Agreement with Southern Humboldt Joint Unified School District (SHJUSD) in the amount of $196,341 for the term of August 1, 2024, through June 30, 2026;

2.                     Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or designee thereof, to sign the agreement;

3.                     Authorize the Director of Public Health or designee to execute all future amendments and documents directly related to this agreement upon approval by the County Administrative Office, County Counsel and Risk Management.

DISCUSSION:

Youth in Humboldt County are using cannabis more frequently and earlier than youth in other parts of the state, due to the prevalence of cannabis and an overall lack of protective factors. Youth consuming cannabis products in higher percentages than the state average is a public health concern.  Substance use prevention programs for youth are often under-resourced in rural, outlying areas, including those most impacted by cannabis cultivation and acceptable social norms around cannabis use.

 

In a 2021 survey by the Humboldt Allies for Substance Use Prevention, a community coalition historically funded by the Drug-Free Communities grant, 131 participants agreed cannabis is a “big issue” for young people in Humboldt County. Survey participants communicated the need to provide young people with alternative activities to using alcohol and other drugs. Survey participants also conveyed the need for young people to be engaged in more frequent prevention education about alcohol and other drugs.

 

This agreement will allow DHHS-Public Health to contract with a community organization currently working with the target populations in Southern Humboldt to achieve grant deliverables, providing additional support and expanding local activities in the areas of youth cannabis education and prevention in Southern Humboldt. Southern Humboldt Joint Unified School District (SHJUSD) will contract with DHHS-Public Health to provide student wellness support services through SHJUSD school sites and the Wellness Center. Student wellness support services will include evidence-based educational programming, culturally competent and inclusive empowerment groups, and extracurricular activities during the school year and summer break. SHJUSD will assist and collaborate with DHHS-Public Health in student and family outreach events and media campaigns, and to draft a cannabis use prevention policy for SHJUSD school sites. DHHS-Public Health’s Health Education Specialists will work collaboratively within the spectrum of prevention to provide activities and services in Southern Humboldt to strengthen individual knowledge and skills, promote community and provider education, foster coalitions, and networks, and foster organizational change.

Narrative Explanation of Financial Impact:

This agreement will be fully funded through the Local Cannabis and Youth Prevention grant, awarded by CDPH. The maximum amount of the agreement is $196,341 for the term of August 1, 2024, through June 30, 2026. Funding in the amount of $85,818 was budgeted in Fiscal Year 2024-2025 in Fund 1175, Budget Unit 452001, Cannabis Education & Youth Prev. The funding amount of $110,523 for year two of the agreement will be included in the annual budget process for FY 2025-2026.

 

STAFFING IMPACT:

Execution of this agreement will have no impact on current staffing levels. This agreement will enable Public Health staff supported through the CDPH Local Cannabis and Youth Prevention grant to achieve the scope of work deliverables.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve these recommendations; however, it would result in a loss of both funding and services to the county.
