RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the District Attorney, or a designee thereof, to execute State of California State Standard Agreement No. S20-011 with the California Victim Compensation Board regarding the state emergency revolving fund, any amendments thereto, along with any and all other certifications, agreements and documents required or deemed necessary or appropriate for the County of Humboldt to accept and secure its obligations thereunder; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the District Attorney’s Office for submission to the California Victim Compensation Board.

DISCUSSION:
Pursuant to California Government Code Section 6504, the District Attorney’s Office received $20,000 from the California Victim Compensation Board in FY 2000-2001 to establish a revolving fund account. Through the District Attorney’s Victim Witness Program, the County of Humboldt established, Fund 3924, with the funds set aside to assist Victim Witness Program applicants who have an immediate need for payment of an emergency expense, including, without limitation, funeral and burial, relocation and crime scene clean-up costs, that would cause the applicant to suffer substantial financial hardship without such emergency payment. The attached resolution authorizes the District Attorney, or a designee thereof, to execute State of California State Standard Agreement (State Standard Agreement) No. S20-011 which will allow for the continued payment of eligible expenses from the revolving fund for the period of July 1, 2020 through June 30, 2023.
FINANCIAL IMPACT:
The county has received an advance of $20,000 from the California Victim Compensation Board to be set aside for applicants to pay for qualifying emergency expenses. This funding is held in Fund No. 3924 - BOC Emergency Award and it has a current balance of $20,000. The funding is received, transferred and expended by the District Attorney main budget unit 1100-205. When the funds are accessed by the District Attorney’s Victim Witness Program, the California Victim Compensation Board replenishes the funds to maintain a trust balance of $20,000. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution authorizing execution of State Standard Agreement No. S20-011 with the California Victim Compensation Board regarding the state emergency revolving fund. However, this alternative is not recommended since it would leave qualifying claimants without a means to pay for emergency expenses.
