RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board to sign the Certificate of Assurance of Compliance -STOP;
2. Direct the Clerk of the Board to return the executed Certificate of Assurance of Compliance - STOP to the Probation Department, Attention: Ellisha Hardison, Legal Office Business Manager; and
3. Authorize the Chief Probation Officer to sign any subsequent grant documents relating to the Probation Specialized Units (PU) Program Grant for the 2019 grant year (ending Sept. 30, 2020).

SOURCE OF FUNDING:
The federal S*T*O*P (Services*Training*Officers*Prosecutors) Violence Against Women Act (VAWA) Formula Grant supports the Probation Specialized Supervision Program that is administered in California by the Governor’s Office of Emergency Services (Cal OES), Victim Services Division.
DISCUSSION:
On Oct. 22, 2013, the Board of Supervisors approved the Humboldt County Probation Department’s request to apply for the federal VAWA S*T*O*P Grant. In California, the grant is administrated by Cal OES, Victim Services Division. The Probation Department would like to continue its work with the grant. On Sept. 17, 2019 the Probation Department submitted the seventh such application to Cal OES to continue its work supervising domestic violence offenders on formal probation. The application was approved by Cal OES Nov. 25, 2019.
CalOES notified HCPD that there had been a change made to one of the forms in the original grant application and as such, a new version of the form must be submitted and with it, a grant subaward modification as well as an updated Grant Subaward Face Sheet, and Project Contact Form.
FINANCIAL IMPACT:
This modification moves funds from 1100-235001 to 1100-235 due to staffing changes and has no net impact on the overall funds received. Probation will receive $90,000 from the grant and is required to match $30,000. Matching funds come from the General Fund and other state and federal sources such as Senate Bill 678. Probation has already budgeted the matching funds for FY 2019-20 and 2020-21, so there is no additional impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may opt not to sign the updated Certificate of Assurance of Compliance -STOP form (Cal OES 2-104g) however it is not recommended as the form is a grant requirement and failing to submit an updated version could result in the loss of awarded funds.
