RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23; and
2. Approve the installation of three speed humps on Cedar Street as shown in the attached plans; and
3. Find that the project is exempt from environmental review pursuant to Section 15301 and Section 15302 of the California Environmental Quality Act (CEQA) Guidelines; and
4. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 21, 2026, at 2 p.m.

DISCUSSION:
The Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23 consists of cold planning existing roadway, installing concrete curb ramps to current standards, replacing drainage inlets and culverts, placing hot mix asphalt, installing speed humps, and applying thermoplastic striping.
Located in the Cutten area of Eureka, the Project is near two public schools and one special education school. To improve safety for students, pedestrians, and cyclists, the Project will install bike lanes on both sides of the roadway along both Cedar Street and Redwood Street, and place three speed humps on Cedar Street to calm traffic. Additionally, curb ramps at seven locations will be upgraded to comply with current Americans with Disabilities Act (ADA) standards.
The Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23 Project mentioned herein falls under Categorical Exemption Class 1 (Existing Facilities) and Class 2 (Reconstruction) under State CEQA Guidelines Section 15301 and 15302. This exemption applies to projects that are existing facilities and consist of repair, maintenance, or minor alteration of existing facilities. Resurfacing of existing structures on the same site with the same purpose and capacity is appropriate for existing facilities maintained by the Public Works Department.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications; approve the installation of three speed humps, find that the project is exempt from environmental review pursuant to Section 15301 of the CEQA Guidelines; and advertise the Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23.

There is no financial commitment until the Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23 is awarded. This project is being fully funded by Public Works Measure O. The engineer’s cost estimate for the project is $1,372,905.
Expenditure appropriations related to completion of the proposed Public Works Measure O - 2026 Cedar Street (3K280) Post Mile 0.32 to 0.72 and Redwood Street (3K260) Post Mile 0.00 to 0.23) is included in the approved fiscal year 2026-27 budget for the Public Works Measure O budget, 1200-342.

Your Board could choose not to approve the project. However, this is not recommended as this project will restore roadways using local funds that would not otherwise be available to the County of Humboldt.
