Introduction of Ordinance Amending Section 224-2 of Chapter 4 of Division 2 of Title II of the Humboldt County Code Relating to the Appointment of Regular Members of the Humboldt County Fish and Game Advisory Commissionend

 

RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Introduce, and waive the first reading of, the attached ordinance amending Section 224-2 of Chapter 4 of Division 2 of Title II of the Humboldt County Code relating to the appointment of regular members of the Humboldt County Fish and Game Advisory Commission; and

2.                     Find that the attached ordinance is exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act guidelines; and

3.                     Set the attached ordinance for adoption on Oct. 21, 2025 or at least one week away from the date of the Board of Supervisors meeting at which the ordinance is first introduced; and

4.                     Direct the Clerk of the Board of Supervisors to publish the pre-adoption summary of the attached ordinance and to post a certified copy of the full text of the ordinance in the office of the Clerk of the Board of Supervisors at least five days prior to the Board of Supervisors meeting at which the ordinance will be adopted (Government Code section 25124(b)(1)); and

5.                     Direct the Clerk of the Board of Supervisors to, within fifteen days after adoption of the attached ordinance, publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance and along with the names of those Supervisors voting for and against the ordinance (Government Code Section 25124(b)(1)).

DISCUSSION:

At the Aug. 12, 2025 Board of Supervisors meeting, the Clerk of the Board presented proposed changes to the Humboldt County Code regarding the Humboldt County Fish & Game Advisory Commission. Following the discussion, the Board of Supervisors directed staff to reduce the number of commission appointments from three members per district to two.

 

To do so, amendments must be made to Section 224-2 of Chapter 4 of Division 2 of Title II of the Humboldt County Code. The proposed amendments are exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act Guidelines since it can be determined with certainty that there is no possibility that the proposed amendments will have a significant effect on the environment.

 

SOURCE OF FUNDING

General Fund

 

FINANCIAL IMPACT:

There are no direct costs associated with the adoption of the attached ordinance amending Section 224-2 of Chapter 4 of Division 2 of Title II of the Humboldt County Code. As a result, adoption of the attached ordinance will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Adoption of the attached ordinance amending Section 224-2 of Chapter 4 of Division 2 of Title II of the Humboldt County Code will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:
