RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Humboldt County Sheriff’s Office (HCSO) to accept the donation of a VIP Restroom Trailer from the Humboldt County Sheriffs Posse, Inc.

DISCUSSION:

The Coronavirus Emergency Supplemental Funding (CESF) Program was made available to local governments in 2021 as a federal pass-through grant administered by the Board of State and Community Corrections on behalf of the Bureau of Justice Assistance of the Office of Justice Programs. The County of Humboldt was awarded $146,830. Primary funds were used to purchase laptops, mobile data terminals, and docking stations for emergency response. Remaining funds in the amount of $29,367 were awarded as a passthrough to Humboldt County Sheriffs Posse, Inc., a non-governmental organization for the purchase of portable restroom trailer with water hookups and sanitation features to be used for search and rescue operations and other local emergencies. The grant was closed out in Oct. 2023.

 

The HCSO - Special Services Division currently stores and maintains the restroom trailer for field response during local emergencies. The Humboldt Sheriffs Posse, Inc. would like to donate the VIP restroom trailer to the HCSO.

 

SOURCE OF FUNDING: 

General Fund (1100-221500)

 

FINANCIAL IMPACT:

The restroom trailer was purchased for $24,016 and is currently valued at approximately $15,000. The trailer is considered a fixed asset. The HCSO will work with the County Administrative Office - Purchasing Division to transfer title and provide the necessary information to the Auditor-Controller’s Office as part of the annual inventory verification to record this asset.  HCSO - Special Services Division already stores and maintains the trailer since it is used for search and rescue and other local emergencies in collaboration with the Humboldt County Sheriff’s Posse.

 

STAFFING IMPACT:

There will be no impact on current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may decline the donation. This is not recommended as the restroom trailer is a valuable asset for responding to local emergencies.
