RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0010-056-2023 in the amount of $604,300;

2.                     Authorize the Director of Aviation, or designee thereof, to sign future amendments to AIP Grant No. 3-06-0010-056-2023, after review by County Counsel, Risk Management, and the County Administrative Office; and

3.                     Grant a waiver from the provisions of the Nuclear Free Ordinance (4/5 vote).

DISCUSSION:

The Airport Improvement Program (AIP) provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). 

 

In March 2023, the Humboldt County Department of Aviation submitted a project application for a grant of federal funds for the remaining cost associated with California Redwood Coast-Humboldt County Airport (ACV) Runway and Electrical System Project.  Specifically, this grant covers the remaining cost, that was prepaid by the county, for the design of the electrical system improvements - replacement of airfield lighting vault, taxiway lighting, signage, beacon, beacon tower, and wind cones. 

 

The Federal Aviation Administration accepted, approved, and has submitted the attached grant offer with a maximum federal obligation of $604,300 for allowable costs incurred in accomplishing the above-mentioned project.  Accordingly, staff recommends that the Board adopt the attached resolution authorizing the Humboldt County Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the above-mentioned grant.

 

The request from the Nuclear Free Humboldt Ordinance is necessary as federal agencies will not change their contracts to incorporate local ordinances.

Narrative Explanation of Financial Impact:

DOT FAA Grant Offer No. 3-06-0010-056-2023 will provide funding to Humboldt County to support the remaining ACV Runway electrical system design in the amount of $604,300.  The County of Humboldt would be responsible for up to $62,256, or 9.34% of the overall project costs. 

 

These amounts have been budgeted in the proposed fiscal year 2023-24 Aviation Capital Project budget (3539-170).  Therefore, there is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute the attached Grant Offer for AIP Grant No. 3-06-0010-056-2023 in the amount of $604,300.  However, this alternative is not recommended as without these funds, the Department of Aviation would become dependent on the General Fund to continue improvement projects at Humboldt County Airports.
