RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department, between GR Sundberg, Inc., and Humboldt County for construction of Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project; and

2.                     Approve the final claim for payment, to be submitted by the Public Works Department to the Auditor-Controller, in the amount of $726.28, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides.  Alderpoint Road (F6B165) Post Mile 36.98, in the Bridgeville area of eastern Humboldt County, experienced roadway settlement and embankment failure.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On Dec. 2, 2019, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project.  Mark Thomas and Company subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates.   The work consisted of constructing a rock buttress and geosynthetic reinforced embankment with lightweight fill material, installing underdrain systems, reconstructing the roadway to original width, and adding sediment and erosion control items.

 

On Nov. 10, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project for bids.  On Dec. 15, 2020, the County of Humboldt received five (5) bids for the project. The project agreement was awarded to GR Sundberg, Inc., the lowest responsible bidder, on Jan. 12, 2021. The award amount was $2,456,691.50, and contract change orders executed during the project increased the authorized amount by $59,265.34.

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $2,515,956.84. Progress payments totaling $2,515,230.56 have been paid, and the final claim for payment in the amount of $726.28 is outstanding. This project is funded by Federal Highway Administration (FHWA) Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project are included in the approved Fiscal Year 2021-22 Road Fund Budget (1200321-2118).

 

Projects are paid in arrears with anticipated funding coming from FHWA as mentioned above. The FY 2020-21 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $5.9 million. This negative balance is due to the timing of Federal Emergency Management Agency (FEMA) reimbursements to the county, which can take years for the county to receive repayment. The department utilizes other state and local funding, such as the Regional Surface Transportation Program, for the 11.47% Humboldt County Road Fund match for FHWA projects.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project.  However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
