RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, authorize the Director of Public Works to advertise and distribute, the attached request for proposals regarding the provision of design engineering and environmental services for the rehabilitation of Maple Creek Bridge 04C0061; and
2. Direct the Clerk of the Board to provide the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
On Feb. 24, 2026, Humboldt County received Highway Bridge Program (HBP) funding for the preliminary engineering phase to rehabilitate Maple Creek Bridge (No. 04C0061). Built in 1954, the 60-foot-long bridge spans Maple Creek approximately 12 miles from Korbel. While the deck and superstructure are in good-to-fair condition, the substructure is rated poor due to active, long-term slope instability first documented in 1971.
Recent bank movement has forced Abutment 2 to migrate toward Abutment 1, causing the steel girders to jam against the backwalls. This pressure has turned the superstructure into an unintended structural strut. Consequently, the steel rocker bearing assembly at Abutment 1 is unseated and no longer supports its girder. Past maintenance efforts to cut expansion gaps into the girders have failed as continuous slope movement closed the gaps.
Due to the technical requirements for bridge design and environmental studies, specialized consultant services are required to complete the project. Public Works has prepared the attached request for proposals (“RFP”) to retain a qualified design engineering and environmental firm to provide services that will be required to complete the rehabilitation of The Maple Creek Bridge (Bridge No. 04C0061) Project.
Accordingly, the department recommends that the Board of Supervisors approve and authorize the Director of Public Works to issue the attached RFP regarding design engineering and environmental services for the rehabilitation of Maple Creek Bridge 04C0061.

Narrative Explanation of Financial Impact:
As noted above, the maximum amount payable for any and all design engineering and environmental services provided, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFP process is $620,000. Highway Bridge Program will fund 80% of project costs and the remaining 20% is funded by the Humboldt County Roads Division. The Humboldt County Road Fund will be responsible for $124,000. Expenditure appropriations related to design engineering and environmental services for the rehabilitation of Maple Creek Bridge 04C0061 Project are included in the proposed fiscal year 2026-27 budget and will be included in proposed FY 2027-28, and 2028-29 budgets for Roads Engineering, 1200-321.
There is no financial obligation until the Board approves a consultant services agreement with the selected consulting firm.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached RFP regarding the provision of design engineering and environmental services for the rehabilitation of Maple Creek Bridge 04C0061. However, this alternative is not recommended since Public Works does not have personnel to do the technical studies and structural analysis required for bridge projects.
