Recommendation

That the Board of Supervisors:

1.                     Ratify the execution of various agreements by the Humboldt County Sheriff in response to COVID-19; and

2.                     Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Board of Supervisors resolved to authorize Department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements must be ratified by the Board of Supervisors at the next available Board meeting. In response to this resolution, the Humboldt County Sheriff’s Office (“Sheriff’s Office”) has developed and executed several agreements with local partners. The Sheriff’s Office continues to work with local partners to further strengthen the county’s response to the COVID-19 and additional agreements are currently in development.

 

Accordingly, the Sheriff’s Office recommends that the Board ratify the execution of the following agreements by the Sheriff:

 

1.                     Memorandum of Understanding (“MOU”) and associated amendment with Humboldt County Office of Education

a.                     Purpose: establishment of the Emergency Operations Center and Joint Information Center at the Sequoia Center

b.                     Term of MOU: March 23, 2020 through November 15, 2020

2.                     MOU with the City of Arcata

a.                     Purpose: provide staffing in support of the Emergency Operations Center

b.                     Term of MOU: March 1, 2020 through June 30, 2021

3.                     Donation and Release Agreement with Hub City Terminals, Inc.

a.                     Purpose: donation of a refrigerated trailer and attached refrigeration unit

 

FINANCIAL IMPACT:

The Humboldt County Office of Education MOU is for Three Hundred Thirty-Two Thousand Ten Dollars ($332,010.00) and the City of Arcata MOU does not have a maximum amount.  As of October 7, 2020, the City of Arcata has submitted invoices totaling Four Thousand Five Hundred Eighty-Nine Dollars and Seventy-Five Cents ($4,589.75).  Both of these agreements were constructed such that they will not be paid until FEMA reimbursement is received, therefore, there is no impact to the General Fund. The donation of the refrigerated trailers will be valued at fair market value and claimed to FEMA to be included in the county’s twenty-five percent (25%) match requirement for FEMA funding.
