RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the State Standard Agreement # 22-11036 with the California Department of Public Health (CDPH) to provide immunization services;

2.                     Authorize the Director of Public Health, or a designee thereof, to sign the State Standard Agreement;

3.                     Authorize the Director of Public Health, or a designed thereof, to sign the Certification Regarding Lobbying, Contractor Certification Clauses, and California Civil Rights Laws Attachment; and

4.                     Authorize the Director of Public Health, or a designee thereof, to sign all future amendments and documents directly related to the State Standard Agreement upon review and approval of County Counsel and Risk Management.

DISCUSSION:

The purpose of the Immunization Grant is to assist local health departments in preventing and controlling vaccine preventable diseases in the local health jurisdiction. The other purpose of the Immunization Grant is to allow local health departments to assess and improve coverage levels in the jurisdiction of all vaccines recommended by the Advisory Committee on Immunization Practices (ACIP) to protect the population. The DHHS - Public Health Immunization Program relies on this funding to provide an immunization clinic, as well as for coordinating with local providers to ensure vaccine availability, including equitable access to COVID-19 vaccinations.

 

Related Statutes:

                     California Health & Safety Code sections:

                     120130 requires the Local Health Officer to properly report to CDPH those diseases listed as reportable, which include vaccine-preventable diseases.

                     120175 requires the Local Health Officer to take measures as may be necessary to prevent the spread or occurrence of additional cases of reportable diseases (which includes reportable vaccine-preventable diseases).

                     120350 requires Local Health Officers to organize and maintain a program to make available the immunizations required for admittance to childcare facilities and schools.

 

This agreement is coming to your Board after the start date due to late receipt from the state.

Narrative Explanation of Financial Impact:

Approval of the agreement with CDPH will allow Public Health to be reimbursed for up to $1,711,525.07 total for fiscal years (FY) 2022-23 through 2026-27 in Fund 1175, Budget Unit 428, Immunization Program. These funds were anticipated and $961,636 is included in the approved FY 2022-23 county budget. The remaining funds will be included in the county budget process for subsequent FYs.

 

This agreement supports the Board's Strategic Framework by protecting vulnerable populations and

providing community-appropriate levels of service.

Current staffing levels for the Immunization Program are being maintained.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the agreement with CDPH. However, this is not recommended as it would result in loss of funding and services to the community.
