RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0010-061-2024 in the amount of $404,489.00;

2.                     Authorize the acting Director of Aviation, or a designee thereof, to execute future amendments to AIP Grant No. 3-06-0010-061-2024, after review by County Counsel, Risk Management and the County Administrative Office;

3.                     Authorize the acting Director of Aviation, or a designee thereof, to execute the professional services agreement with Armstrong Consultants, Inc. for ACV Reconstruct/Relocate Taxiway A Design in an amount not to exceed $441,160.00 for the period of September 10, 2024 through June 30, 2025, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Authorize the acting Director of Aviation, or a designee thereof, to execute any and all subsequent amendments, to the attached professional services agreement with Armstrong Consultants Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

California Redwood Coast-Humboldt County Airport (ACV) existing terminal aircraft parking apron has reached a point where major rehabilitation is required.  In a recent Pavement Condition Index (PCI) survey, the pavement areas associated with the terminal apron received PCI ratings from 41 to 70, indicating that the apron pavement requires major rehabilitation in order to continue to support the current mix of aircraft traffic.  Furthermore, the existing configuration of the terminal apron does not maximize the number and size of aircraft that utilize the apron. 

 

The attached professional services agreement would engage Armstrong Consultants, Inc. to complete the final design to rehabilitate and reconfigure the terminal parking apron.  Armstrong Consultants, Inc. was selected from the Prequalification List for Airport Consultants adopted by the Board on April 27, 2021.  The FAA requires that airports select engineers and planners to assist with their projects, such as the rehabilitation and reconfiguration of the terminal aircraft parking apron.  The Department of Aviation selected Armstrong Consultants, Inc. based on their qualifications and experience, thereby complying with the FAA requirements of doing so.  Additionally, the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure the proposed fees for services rendered are fair and equitable.  The fees of $441,160.00 proposed by Armstrong were 8%, or $36,702.00 less than the fees that would have been charged by a like firm in their IFE analysis.

 

In May 2024, the Department of Aviation submitted a project application for a grant of federal funds for the above-mentioned project.  The FAA has accepted, approved, and has submitted a pending grant offer with a cumulative maximum federal obligation of $404,489.00 as follows:

Accordingly, the Department of Aviation recommends that the Board of Supervisors adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer for AIP Grant No. 3-06-0010-061-2024 in the amount of $404,489.00, once received.  It is also recommended that the Board approve, and authorize, the acting Director of Aviation, or a designee thereof, to execute the attached professional services agreement with Armstrong Consultants, Inc. for ACV Reconstruct/Relocate Taxiway A Design in the amount of $441,160.00 for the period of September 10, 2024 through June 30, 2025.

The attached professional services agreement with Armstrong Consultants, Inc. has a maximum amount payable of $441,160.00 for the period of September 10, 2024 through June 30, 2025.  The project is being funded through FAA-AIP Grant No. 3-06-0010-061-2024, which provides 90.66% of the total project costs.  The Department of Aviation is responsible to cover the remaining 9.34% of project costs.  Total project costs are included in the adopted fiscal year 2024-2025 budget for Aviation Capital Projects budget unit 3539-170.   The recommended actions will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to adopt the attached resolution authorizing the acting Humboldt County, Director of Aviation, or designee thereof, to execute Grant Offer No. 3-06-0010-061-2024 for the above-referenced project or Professional Services Agreement with Armstrong Consultants, Inc.   However, the ACV terminal aircraft parking apron has reached a point where major rehabilitation is required.  If we do not pursue FAA funding to assist with this project, the entire cost of the project would need to be borne by the County of Humboldt.
