RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding performance of service integration functions at The Center at McKinleyville in the amount not to exceed $395,102 for the period of July 1, 2024, through June 30, 2025;

2.                     Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed copy of the attached professional services agreement with McKinleyville Community Collaborative to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Nov. 6, 2018 (Item C-23), the Board approved a lease for The Center at McKinleyville which is located at 1615 Heartwood Drive in McKinleyville, California. The build-to-suit project broke ground on April 15, 2019, and the Grand Opening occurred on April 20, 2022. McKinleyville Community Collaborative has been the lead organization in preparing for the integration and collaborative project.

 

The Center at McKinleyville is a product of intense collaboration between the Humboldt County Department of Health of Human Services - Social Services (DHHS - Social Services), McKinleyville Community Collaborative, the North Coast Regional Department of Child Support Services, Open Door Community Health Center and other partner agencies, and is a model for service delivery and regionalization. The attached professional services agreement will allow McKinleyville Community Collaborative to perform certain service integration functions including, without limitation, the provision of hospitality, community engagement, cross agency collaboration, training, evaluation and other related services. These integration services, while not directly required by statute, support the delivery of services that are mandated to residents of the greater McKinleyville area.

 

Accordingly, DHHS - Social Services recommends the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center at McKinleyville for the period of July 1, 2024, through June 30, 2025. Staff also recommends the Board of Supervisors authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the performance of the needed service integration functions.

Narrative Explanation of Financial Impact:

The attached professional services agreement with McKinleyville Community Collaborative has a maximum amount payable of $395,102 for the period of July 1, 2024, through June 30, 2025.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with McKinleyville Community Collaborative in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with McKinleyville Community Collaborative have been included in the proposed fiscal year 2024-2025 budget for DHHS - Social Services budget unit 1160-511.  Providing services to the community in McKinleyville is a priority for DHHS. The costs under this agreement are a cost savings compared with county staff providing these services which support mandated core services. Funding for the attached professional services agreement with McKinleyville Community Collaborative is available through Federal, State and County/Realignment based on CEC claiming.  More specifically, all Social Services fund sources are utilized including, but not limited to, Medical, CalFresh, TANF, Title 19, Title IV-E, State General Fund, and Realignment. The cost is spread across all sources based upon the results of time studies.

 

DHHS - Social Services currently is anticipated to end FY 2023-24 with a negative fund balance. The department is in the process of reviewing all expenditures to reduce expenditures and improve its fund balance and will be coming back to the board at a later date to reduce contracts where necessary.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

Approval of the attached professional services agreement with McKinleyville Community Collaborative will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center at McKinleyville. However, this alternative is not recommended since it will limit the provision of services at The Center at McKinleyville.
