RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for the Humboldt County Sheriff Patrol Office Remodel Project, Project Number 2026-501; and

2.                     Authorize the Clerk of the Board to advertise the Humboldt County Sheriff Patrol Office Remodel Project, Project Number 2026-501, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened at 2:00 pm on July 14, 2026.

DISCUSSION:

On September 7, 2016, the County of Humboldt entered into a consent decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project.  The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all facilities owned or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act.  The Humboldt County Sheriff Patrol Office Remodel Project, Project No. 2026-501, is part of this compliance effort.

 

The Humboldt County Sheriff Patrol Office Remodel Project will address accessibility upgrades, tenant improvements and deferred maintenance at the Humboldt County Sheriff’s Office Main Station.   On August 25, 2025, the County of Humboldt entered into a consultant services agreement with McSorley Architecture to provide architectural design and consultation services for the Humboldt County Sheriff Patrol Office Remodel Project.

 

The Humboldt County Sheriff Patrol Office Remodel Project includes the redesign of restroom facilities and associated wall and door relocations to create spaces with proper accessibility clearances and dimensions in compliance with the Americans with Disabilities Act and California Building Code accessibility requirements.  The Humboldt County Sheriff Patrol Office Remodel Project will also include redesign of underutilized storage space to make room for a staff break room and modernization of the briefing room, including, without limitation, specifications for finishes and fixed elements necessary to support the updated space configurations.

 

Design for the Humboldt County Sheriff Patrol Office Remodel Project includes: plumbing engineering to modify plumbing infrastructure and connect new fixtures to existing sewer, cold water and hot water systems; mechanical engineering to provide exhaust ventilation and connection to existing ductwork and air handlers; and electrical engineering to support updated electrical and lighting systems within the remodeled areas.

 

The Humboldt County Sheriff Patrol Office Remodel Project is estimated to take approximately one hundred (120) calendar days to complete following the award of construction.

Actual budget figures for the Humboldt County Sheriff Patrol Office Remodel Project will not be finalized until the project is officially bid.  However, current budget allocations and projections anticipate total project costs of approximately Six Hundred Thousand Dollars ($600,000.00) between fiscal years 2025-2026 and 2026-2027.  Sufficient appropriations for the estimated project cost have been included in the approved fiscal year 2025-2026 and the proposed fiscal year 2026-2027 budgets for Americans with Disabilities Act Compliance budget unit (3552-152).

 

Funding for the Humboldt County Sheriff Patrol Office Remodel Project is anticipated to come from Trust 3643 - County Public Safety, which has allocated Six Hundred Thousand Dollars ($600,000.00) to support the planned accessibility improvements and associated construction costs.

 

STAFFING IMPACT:

The recommended actions will not impact on current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached plans and specifications for the Humboldt County Sheriff Patrol Office Remodel Project, Project Number 2026-501.  However, this alternative is not recommended, as the facility currently contains multiple barriers to access as defined under the Americans with Disabilities Act.  In addition, the building has significant deferred maintenance needs, including, without limitation, deteriorated restrooms, flooring, roofing and non-compliant infrastructure that impact both public accessibility and staff functionality.
