RECOMMENDATION(S):
Recommendation
That the Board of Supervisors Adopt Ordinance No.____ adding Chapter 19 to Division 4 of Title II of the Humboldt County Code relating to the Department of Aviation and amending Sections 265-2, 265-3, 265-4, 265-5, and 265-8 to Chapter 5 of Division 6 of Title II of the Humboldt County Code relating to rules and regulations of Humboldt County Airports (Attachment 1).

DISCUSSION:
On Aug. 21 your Board introduced the above-referenced ordinance for adoption, with a directive to the Clerk of the Board to publish a pre-adoption summary of the ordinance and set the ordinance for adoption at least one week away. This action completes adoption of the ordinance and will result in publication of a post-adoption summary.
FINANCIAL IMPACT:
There is negligible financial impact related to adoption of the ordinance. However, the Aviation Enterprise Fund began FY 2017-18 with a negative fund balance of ($327,005), and it is likely that a significant negative balance will remain at the close of the fiscal year. Efficiencies and new business opportunities should be realized by moving Aviation to its own department, and a long-term plan to bring the Aviation Enterprise Fund to a healthier financial position should be created soon after the department is established and the new director has gained experience with the local aviation environment.
The General Fund is contributing to help fund the Director of Aviation position for a period of 3 years. Total General Fund contribution for FY 2018-19 is $350,000. There is no anticipated change to staffing for the rest of the fiscal year, but staffing levels could change in the future if new revenues are realized.
