RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn as the Humboldt County Board of Supervisors;
2. Convene as the Governing Board of the Humboldt County In-Home Supportive Services (IHSS) Public Authority and consider the following agenda;
a. Approve recommendation to appoint Ms. Sylvia DeRooy, Ms. Vivian Deniston, and Mr. Robert “Scott” Oberlies to the IHSS Advisory Board; and
b. Approve recommendation to appoint Ms. Sherry Hull IHSS Advisory Board as an alternate seat; and
3. Reconvene as the Humboldt County Board of Supervisors.

DISCUSSION:
On June 6, 2000, the Humboldt County Board of Supervisors adopted Resolution 2000-50 which established the Advisory Board on In-Home Supportive Services as mandated by Assembly Bill 1682. On Sept 10, 2000, the Humboldt County Board of Supervisors adopted Ordinance #2278 (Humboldt County Code section 2213-1 et seq.) which established the Humboldt County Public Authority for In-Home Supportive Services. Section 2213-4 of the ordinance provides that the Board of Supervisors serves as the governing body for the Public Authority. Section 2213-6 (c) provides that the Advisory Board shall report directly to the Public Authority’s Governing Board. On Sept. 20, 2005, the Board of Supervisors approved Resolution No. 05-62, transferring the oversight of the In-Home Supportive Services Advisory Board from the Board of Supervisors to the Public Authority Governing Board. On Dec. 18, 2013, the Board of Supervisors, convening as the Public Authority, approved Agenda Item No. H-3 approving the Bylaws for Humboldt County In-Home Supportive Services Advisory Board.
Per the bylaws, the composition of the Advisory Board consists of 11 voting members which should include 6 current or past users of IHSS services, 2 current or former IHSS care providers, 1 member of an organization that advocates for the elderly or people with disabilities, 1 member from the community, and 1 current employee of the Department of Health and Human Services (DHHS). Pursuant to the approved bylaws, the Advisory Board recommends the appointment of the following people:
Ms. Sylvia DeRooy, IHSS consumer. Ms. DeRooy is currently a Commissioner on the Housing Authority Commission and has had previous involvement in social and political activities in Humboldt County. Ms. DeRooy’s current role as Commissioner of the Housing Authority Commission makes her an excellent candidate to serve on the IHSS Advisory Board.
Ms. Vivian Deniston currently serves on the Board of Humboldt Community Access and Resource Center (HCAR) and is currently a Care Provider for her daughter. She is an advocate for consumers and is a regional representative for SEIU Local 2015. She would be able to act as a liaison between consumers and providers. Ms. Deniston’s current role serving on the Board of HCAR, as well as her role serving as representative for SEIU Local 2015 makes her an excellent candidate to serve on the IHSS Advisory Board.
Mr. Robert Oberlies is currently a member of SEIU Local 2015. Mr. Oberlies’ 6 years caregiving experience and membership in the SEIU Local 2015 makes him an excellent candidate to serve on the IHSS Advisory Board. As a resident of Blue Lake, Mr. Oberlies would represent a more remote demographic of Humboldt County.
Ms. Sherry Hull is currently a resident of Silvercrest and has contact with many IHSS consumers. Ms. Sherry Hull is interested in learning more about the functions of the Advisory Board. Pursuant to the approved bylaws, the Advisory Board recommends the appointment of Sherry Hull as an alternate seat of the IHSS IHSS Advisory Board
Pursuant to the approved bylaws, the Advisory Board recommends the appointment of Sylvia DeRooy, Vivian Deniston and Robert Oberlies as a voting member of the Advisory Board; and recommends the appointment of Sherry Hull as an alternate seat of the IHSS Advisory Board.
FINANCIAL IMPACT:
Appointment of members on the Advisory Board does not have a direct fiscal impact. Funds for the IHSS Advisory Board are in the fiscal year (FY) 2021-22 budget for Social Services 1160-511.
Expenditures for Department of Health and Human Services staff assigned to support the IHSS Advisory Board are included in the FY 2021-22 budget for Social Services (1160-511). There is no impact to the county General Fund.

This action supports your Board’s Strategic Framework by enforcing laws and regulations to protect residents.
OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to appoint Sylvia DeRooy, Vivian Deniston, Robert “Scott” Oberlies and Sherry Hull to the Advisory Board. This is not recommended because the proposed appointment follow current bylaw guidelines and is recommended by the Advisory Board.
