RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 30, 2020, at 2:00 p.m.

DISCUSSION:

On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15, located in the Benbow area of Humboldt County, experienced roadway failures due to saturated embankment soils slipping beneath the roadway.  The embankment failures resulted in lane closures and additional hazards to the small rural community of Benbow.

 

On Apr.16, 2018 and May 21, 2018, the Humboldt County Department of Public Works (“Public Works”) received approval from the Federal Emergency Management Agency to proceed with the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project.  Public Works prepared the attached plans and specifications based on topographic surveys of the damaged areas prepared by Points West Surveying Company and Public Works, geotechnical studies prepared by Crawford and Associates and design engineering reports prepared by GHD and Public Works.  The work proposed in the attached plans and specifications consists of constructing rock slope buttress, reinforcing the embankment with geosynthetic material, installing underdrainage, restoring the road surface to pre-disaster conditions with hot mix asphalt and/or aggregate base and installing sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project is awarded.  This project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%).  The engineer’s cost estimate for the project is Two Million Forty-Four Thousand Seven Hundred Fifteen Dollars ($2,044,715.00).  The Humboldt County Road Fund will be responsible for One Hundred Twenty-Seven Thousand Seven Hundred Ninety-Four Dollars and Sixty-Nine Cents ($127,794.69) of the costs associated with the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project.

 

Expenditure appropriations related to completion of the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project have been included in the approved fiscal year 2019-2020 budget for Road Fund budget unit 321-2118.  As a result, the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
