RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute, the attached memorandum of understanding with the California Department of Social Services regarding the provision of mass care and shelter supplies;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached memorandum of understanding with the California Department of Social Services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:

The State of California acknowledges the great potential for the occurrence of a natural disaster or catastrophic event capable of producing mass care and shelter needs.  As a result, the California Department of Social Services is offering mass care and shelter supplies for counties to prepare and have available, sufficient supplies to meet estimated local needs.

 

Pursuant to the terms and conditions of the attached memorandum of understanding, the California Department of Social Services will provide the Humboldt County Department of Health and Human Services - Social Services (“DHHS - Social Services”), without monetary obligation, a six (6) foot by twelve (12) foot tandem axle cargo trailer equipped with sixty (60) standard cots, ten (10) access and functional needs cots, one hundred fifty (150) comfort kits and one hundred fifty (150) blankets.  DHHS - Social Services will need to store the utility trailer in a County of Humboldt owned parking lot.  Monthly inventory as well as maintenance will be required.  The California Department of Social Services also may require DHHS - Social Services to lend the trailer to cities within Humboldt County as well as to the Counties of Del Norte and Trinity should a need for emergency shelter arise.

 

Accordingly, DHHS - Social Services recommends that the Board approve, and authorize the DHHS Director, or designee thereof to execute, the attached memorandum of Understanding with the California Department of Social Services regarding the provision of mass care and shelter supplies.  It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached memorandum of understanding with the California Department of Social Services, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed mass care and shelter supplies.

 

FINANCIAL IMPACT:

There are no costs directly associated with the acceptance of the mass care and shelter supplies being offered by the California Department of Social Services.  As a result, approval of the attached memorandum of understanding with the California Department of Social Services will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached memorandum of understanding with the California Department of Social Services will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health, and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding with the California Department of Social Services regarding the provision of mass care and shelter supplies. However, this alternative is not recommended as it would limit the County of Humboldt’s ability to provide emergency shelter to affected populations in the event of a natural disaster or catastrophic event.
