Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health’s participation in the Semi-Statewide Enterprise Health Record Program for the period of execution through March 18, 2029; and
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent extensions, modifications and amendments to the attached participation agreement with California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On January 11, 2022, Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) entered into a participation agreement with California Mental Health Services Authority (“CalMHSA”) to develop a Request for Proposal (“RFP”) to select a vendor to deliver a California-centric Enterprise Health Record Program (the “EHR Program”). CalMHSA has entered into a Master Services Agreement with Streamline Healthcare Solutions, LLC, to develop and implement “SmartCare Base” which is a fully integrated, web based EHR system designed for program, billing, and revenue management. The EHR Program will be grounded in best practices, state objectives such as CalAIM, and unique business operational needs of the California county-based behavioral health system and will act as a catalyst for better use of data to drive performance outcomes.
The EHR Program will provide centralized application administration, standardized training and end-user support, shared technical services, a common baseline against which new updates for State and federal mandate can be defined/applied, and the creation of a learning community across the participating counties. The program, and the application of centralized services to support multiple counties will provide for more efficient use of resources, better clinical outcomes, improved adherence to state requirements and reporting, and better overall justification of state spending on specialty mental health and substance use services.
Accordingly, DHHS - Behavioral Health recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the EHR Program for the period of execution through March 18, 2029. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or designee thereof, to approve any and all subsequent extensions, modifications, and amendments to the attached participation agreement with CalMHSA, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued participation in the EHR Program.
FINANCIAL IMPACT:
The attached participation agreement with CalMHSA has a maximum amount payable of Three Million Two Hundred Eighty-Five Thousand, Four Hundred Sixteen Dollars ($3,285,416.00) for the period of execution through March 18, 2029. Revenue sources related to this agreement include Substance Abuse Block Grant (SABG) supplemental funding from American Rescue Plan Act (ARPA), Behavioral Health Quality Improvement Program (BH QIP) Implementation Plan incentive funds and Mental Health Services Act. Expenditure appropriations have been included in the proposed fiscal year 2022-2023 budget for DHHS - Behavioral Health Administration budget unit 1170-424. As a result, approval of the attached participation agreement with CalMHSA will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the EHR Program. However, this alternative is not recommended since it would impact DHHS - Behavioral Health from participating in the RFP for the EHR Project and would impact the opportunity to move to a more functional system that will help meet objectives of CalAIM and provide for more efficient use of resources, better clinical outcomes, improved adherence to state requirements and reporting.
