RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Humboldt County Public Works Department, between McCullough Construction, Inc., and Humboldt County for construction of Shelter Cove Road at Post Mile 7.60 Storm Damage Project; and

2.                     Approve the final claim for payment, to be submitted by the Public Works Department to the Auditor/Controller, in the amount of One Hundred Eighty-Six Thousand Five Hundred Eight Dollars and Sixty-Three Cents ($186,508.63), which will bring the total amount paid to 100% of the contract.

DISCUSSION:

On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Shelter Cove Road Post Mile 7.60, located in the Shelter Cove Subdivision area of southern Humboldt County, experienced a large slide below the roadway that closed the westbound traffic lane.

 

On Sep. 23, 2019, the Humboldt County Department of Public Works (Public Works) received funding approval from the Federal Highway Administration to proceed with the Shelter Cove Road at Post Mile 7.60 Storm Damage Project. Mark Thomas and Company subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates.  The roadway repair work consisted of constructing a soldier pile wall and drainage features, installing guardrail, reconstructing the roadway with aggregate base, placing hot mix asphalt, and installing sediment and erosion control items.

 

On Dec. 16, 2019, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Shelter Cove Road at Post Mile 7.60 Storm Damage Project for bids.  On Jan. 28, 2020, the county received six (6) bids for the project, one (1) of which was deemed non-responsive. The contract was awarded to McCullough Construction, Inc., the lowest responsible bidder, on Feb. 25, 2020, for the total amount of Two Million Five Hundred Ninety-Seven Thousand Six Hundred Fifty-Six Dollars and Thirty-Two Cents ($2,597,656.32). Contract change orders executed during the project increased the authorized amount by Two Hundred Twenty-Four Thousand Three Hundred Sixty-Two Dollars and Twenty-Two Cents ($224,362.22).

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are Two Million Eight Hundred Twenty-Two Thousand Eighteen Dollars and Fifty-Four Cents ($2,822,018.54). Progress payments totaling Two Million Six Hundred Thirty-Five Thousand Five Hundred Nine Dollars and Ninety-One Cents ($2,635,509.91) have been paid, and the final claim for payment in the amount of One Hundred Eighty-Six Thousand Five Hundred Eight Dollars and Sixty-Three Cents ($186,508.63) will be submitted to the Auditor-Controller upon Board approval.

 

This project is funded through Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). Expenditure appropriations relating to completion of the Shelter Cove Road Post Mile 7.60 Storm Damage Project are included in the approved fiscal year 2020-21 budget for Road Fund budget unit 321-2118. As a result, completion of the Shelter Cove Road Post Mile 7.60 Storm Damage Project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the Shelter Cove Road at Post Mile 7.60 Storm Damage Project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
