RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals received for the Shelter Cove Road (C4A010) Post Mile 7.60 Storm Damage Project;
2. Award the contract to McCullough Construction, Inc., for the total amount of Two Million Five Hundred Ninety-Seven Thousand Six Hundred Fifty-Six Dollars ($2,597,656); and
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On Dec. 16, 2019, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Shelter Cove Road (C4A010) Post Mile 7.60 Storm Damage Project for bids. On Jan. 28, 2020, the county received six (6) bids for the above-referenced project, one (1) of which was deemed non-responsive, and the results are attached (Attachment 1 - Bid Results).
The Humboldt County Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals received for the Shelter Cove Road (C4A010) at Post Mile 7.60 Storm Damage Project. Public Works also recommends that the contract be awarded to McCullough Construction, Inc., for the total amount of Two Million Five Hundred Ninety-Seven Thousand Six Hundred Fifty-Six Dollars ($2,597,656), and that the Chair of the Board be authorized to execute the project agreement upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
This project is being funded by Federal Highway Administration Emergency Relief Funds Advance Construction (88.5%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Two Million Seven Hundred Twenty-Two Thousand Eight Hundred Sixty-Five Dollars ($2,722,865). Total project cost is estimated at Three Million Two Hundred Forty-Seven Thousand Six Hundred Fifty-Six Dollars ($3,247,656).
Expenditure appropriations relating to completion of the Shelter Cove Road Post Mile 7.60 Storm Damage Project have been included in the approved fiscal year 2019-2020 budget for Road Fund budget unit 1200-321-2118. As a result, completion of the Shelter Cove Road (C4A010) Post Mile 7.60 Storm Damage Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the contract. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the county.
