Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. regarding the provision of long-term residential behavioral health treatment services to adults with severe mental illnesses in an amount not to exceed Three Million Seven Hundred Twenty-Three Thousand Seven Hundred Fifty Dollars ($3,723,750.00) for the period of July 1, 2024 through June 30, 2027;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Transitional Residential Treatment Facilities, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health, in coordination with the Humboldt County Public Guardian’s Office, utilizes a variety of placement options to provide long-term mental health treatment services to mentally ill clients who require assistance in a residential setting. It is important for the placement team to have a variety of treatment options because vacancies and client needs fluctuate.
Transitional Residential Treatment Facilities, Inc. operates a variety of licensed and unlicensed residential behavioral health treatment facilities which provide transitional living services to adults with severe mental illnesses. All behavioral health treatment services provided at Transitional Residential Treatment Facilities, Inc’s licensed and unlicensed residential facilities focus on transitioning clients to independent living within their communities as soon as possible.
The attached professional services agreement will allow eligible DHHS - Behavioral Health clients to continue receiving long-term residential behavioral health treatment services at Transitional Residential Treatment Facilities, Inc’s licensed and unlicensed residential facilities for the period of July 1, 2024 through June 30, 2027. It should be noted that the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. regarding the provision of long-term residential behavioral health treatment services to adults with severe mental illnesses for the period of July 1, 2024 through June 30, 2027. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Transitional Residential Treatment Facilities, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential behavioral health treatment services.

The attached professional services agreement with Transitional Residential Treatment Facilities, Inc. has a maximum amount payable of Three Million Seven Hundred Twenty-Three Thousand Seven Hundred Fifty Dollars ($3,723,750.00) for the period of July 1, 2024 through June 30, 2027. In no event shall the maximum amount paid under the attached professional services agreement with Transitional Residential Treatment Facilities, Inc exceed One Million Two Hundred Forty-One Thousand Two Hundred Fifty Dollars ($1,241,250.00) per fiscal year for fiscal years 2024-2025 through 2026-2027. However, in the event local, state or federal funding is reduced or eliminated the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. have been included in the proposed fiscal year 2024-2025 budget for DHHS - Behavioral Health budget unit 1170-424. Funding for the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. is available through state realignment revenues received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Transitional Residential Treatment Facilities, Inc. regarding the provision of long-term residential behavioral health treatment services to adults with severe mental illnesses. However, this alternative is not recommended since it would require DHHS - Behavioral Health to place clients at inpatient facilities which will be more costly and may not provide the appropriate level of treatment for such clients.
